RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Inland Counties Emergency Medical Agency:

1.                     Approve revenue Contract including the State of California Standard Agreement and required Certification Form, with the State of California Department of California Highway Patrol, Air Operations, to provide access to the Inland Counties Emergency Medical Agency’s Emergency Medical Services data system for statewide inclusion into the national database, in the amount of $20,000, $4,000 per year, for the term of July 1, 2026 through June 30, 2031.

2.                     Authorize the Chief Executive Officer, Assistant Executive Officer, EMS Administrator, or Assistant EMS Administrator to execute the revenue Contract, State of California Standard Agreement and required Certification Form, and any other non-substantive documents necessary for execution of the revenue Contract, and to execute any subsequent non-substantive amendments, on behalf of the Inland Counties Emergency Medical Agency, subject to review by County Counsel.

3.                     Direct the EMS Administrator or Assistant EMS Administrator to transmit the executed revenue Contract, State of California Standard Agreement, and Certification Form, and any subsequent non-substantive amendments, to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost). Inland Counties Emergency Medical Agency (ICEMA) will receive $4,000 annually for five years, for a total amount of $20,000, allowing the Department of California Highway Patrol (CHP) to access ICEMA’s Emergency Medical Services (EMS) data system over a period of five years. Sufficient appropriation and revenue will be included in ICEMA’s 2026-27 recommended budget and future recommended budgets.

 

BACKGROUND INFORMATION

ICEMA is the local EMS agency for San Bernardino, Inyo, and Mono Counties. ICEMA owns a suite of EMS-specific data systems and associated data that includes information on all emergency medical calls and patient encounters.

 

Since July 2013, ICEMA has had revenue contracts with CHP to provide access to ICEMA’s EMS data system for air operation patient encounters for inclusion in the national database.

 

On April 7, 2015 (Item No. 59), the Board of Directors (Board) approved Revenue Contract No. 15-158 in the amount of $4,500, for the term of April 15, 2015 through June 30, 2016, with the option to extend for two additional one-year periods by mutual written agreement of both parties.

 

On May 24, 2016 (Item No. 183), the Board approved Amendment No. 1 to Revenue Contract No. 15-158, exercising the first of two one-year renewal options. Amendment No. 1 increased the revenue amount to a total of $8,000 and extended the term to June 30, 2017.

 

On May 2, 2017 (Item No. 73), the Board approved Amendment No. 2 to Revenue Contract No. 15-158, exercising the last of the two one-year extension options. Amendment No. 2 increased the amount by $3,500, for a total not to exceed amount of $11,500, and extended the term through June 30, 2018.

 

On June 26, 2018 (Item No. 76), the Board approved Revenue Contract No. 18-396 in the total amount of $12,000 ($4,000 per year) for the term of July 1, 2018 through June 30, 2021.

 

On June 11, 2019 (Item No. 91), the Board approved Amendment No. 1 to Revenue Contract No. 18-396 to add Exhibit B, which incorporated a Budget Contingency Clause, Prompt Payment Clause, and Payment Provisions not originally included in Revenue Contract No. 18-396, with no change to the amount of $12,000 or the term of July 1, 2018 through June 30, 2021.

 

On May 18, 2021 (Item No. 92), the Board approved Revenue Contract No. 21-387 in the amount of $20,000 ($4,000 per year) for the term of July 1, 2021 through June 30, 2026.

 

ICEMA is requesting approval of a new revenue contract, including the State of California Standard Agreement and required Certification Form, with CHP to continue to provide access to ICEMA’s EMS data system for statewide inclusion in the national database.
