RECOMMENDATION(S)
Recommendation
Approve the non-financial Memorandum of Understanding with O'Connell Research Inc. to establish the terms and conditions under which the data sharing and analysis services will be provided in support of the Data Driven Recovery Project with Yolo County, for the period of May 19, 2020 through June 30, 2021.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). O'Connell Research Inc. is paid through a separate agreement with Yolo County, and the Department of Behavioral Health (DBH) has no financial obligation under this agreement.

BACKGROUND INFORMATION
Statewide, counties are experiencing an increase in the number of individuals in contact with the criminal justice system as a direct result of their behavioral health conditions. Through statewide ballot initiatives, local polls, and stakeholders, Californians have spoken and indicated that they want these individuals to receive treatment, not incarceration. The Data Driven Recovery Project (DDRP) offers counties direct assistance in leveraging their existing behavioral health records with criminal justice entities including jails, courts, and probation to make more specific data driven system design decisions.
