RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of the County of San Bernardino (County):
a. Accept grant award (Grant Award No. 2019-0035) in the amount of $2,312,718 from the California Governor’s Office of Emergency Services (CalOES) for the FY 2019 Homeland Security Grant Program (HSGP), of which the County will retain $1,244,984 and the remaining $1,067,734 will be distributed to grant subrecipients to continue the County’s efforts in preventing, protecting against, mitigating, responding to, and recovering from acts of terrorism and other catastrophic events for the performance period of September 1, 2019 through May 31, 2022.
b. Approve Subrecipient Assurances template to be entered into between the County and all grant subrecipients for Grant Award No. 2019-0035.
c. Authorize the Emergency Services Manager to sign the Subrecipient Assurances with all grant subrecipients and any other documents necessary to secure Grant Award No. 2019-0035.
d. Adopt resolution that amends Resolution No. 2019-162 by removing the word “Interim” before the title Fire Chief/Fire Warden, such that the San Bernardino County Fire Protection District Fire Chief/Fire Warden, along with any of the other officers and employees identified in Resolution No. 2019-162, may exercise the authority provided in the resolution.
2. Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD):
a. Accept Grant Award No. 2019-0035 in the amount of $236,687, which is part of the $2,312,718 received by the County from CalOES for the 2019 HSGP, to continue SBCFPD’s efforts in preventing, protecting against, mitigating, responding to, and recovering from acts of terrorism and other catastrophic events for the performance period of September 1, 2019 through May 31, 2022.
b. Approve Subrecipient Assurances with the County for Grant Award No. 2019-0035.
c. Authorize the Fire Chief/Fire Warden, as the administering agency, to sign the Subrecipient Assurances with the County and any other documents necessary to secure Grant Award No. 2019-0035.
3. Acting as the governing body of the Inland Counties Emergency Medical Agency (ICEMA):
a. Accept subrecipient Grant Award No. 2019-0035 in the amount of $24,225, which is part of the $2,312,718 received by the County from CalOES for the FY 2019 HSGP, to continue ICEMA’s efforts in preventing, protecting against, mitigating, responding to, and recovering from acts of terrorism and other catastrophic events for the performance period of September 1, 2019 through May 31, 2022.
b. Approve Subrecipient Assurances with the County for Grant Award No. 2019-0035.
c. Authorize the EMS Administrator to sign the Subrecipient Assurances with the County and any other documents necessary to secure subrecipient Grant Award No. 2019-0035.

Approval of this item will not result in the need for additional Discretionary General Funding (Net County Cost). Of the $2,312,718 grant award, County departments will receive $1,244,984 and the remaining $1,067,734 will be distributed to grant subrecipients as reflected in the following table:

No matching funds are required for this grant. Appropriation and budgeted revenue pertaining to this grant will be submitted for Board of Supervisors/Board of Directors (Board) approval in the 2019-20 year-end budget report and/or future recommended budgets as appropriate.
BACKGROUND INFORMATION
The San Bernardino County Operational Area (OA) was established as an intermediate level of CalOES to manage and/or coordinate emergency preparedness efforts among the County’s 24 cities/towns, Board and self-governed special districts, various County departments, volunteer organizations, private industry, state/federal agencies and others. The County’s Office of Emergency Services (OES) serves as the lead agency for the OA. The OA has received HSGP funds annually since 1999 to strengthen the region’s homeland security preparedness. The OA allocates HSGP funding to County departments and participating grant subrecipients which includes cities/towns, fire districts, police departments, SBCFPD, ICEMA and CONFIRE.
On October 8, 2019 (Item No. 18), the Board authorized submittal of a grant application to CalOES for the FY 2019 HSGP. The application requested grant funding in the amount of $2,312,718 to continue the County’s efforts of guarding against terrorism; responding to other catastrophic events; and improving the readiness to respond and recover from disasters.
On January 17, 2020, SBCFPD received notification from CalOES that the FY 2019 HSGP application was approved in the requested amount of $2,312,718. Pursuant to County Policy 05-13, Board approval to accept the grant award is needed. The performance period of this grant is retroactive to September 1, 2019 through May 31, 2022.
The Approval Authority, which consists of the County Public Health Officer, SBCFPD Fire Chief/Fire Warden, a Municipal Fire Chief, (selected by the OA’s Fire Chief Association), County Sheriff/Coroner/Public Administrator, and a Municipal Police Chief (selected by the OA’s Police Chief’s Association), has agreed upon the allocations approved by CalOES for the $2,312,718 of FY 2019 HSGP funds, as is required in the CalOES California State Supplement to the Federal Notice of Funding Opportunity. The allocations will be distributed as follows:
• Planning $253,811 - Planning activities include the development, review and revision of emergency operations plans, standard operating guides and field operating guides to enhance disaster preparedness, response and recovery through a coordinated effort for emergency response agencies, as well as volunteer programs throughout the County.
• Organization $145,250 - Organization activities include program management, mechanisms for intelligence and information sharing, operational support, and salaries/benefits for personnel to qualified intelligence analysts relating to terrorist activities.
• Equipment $1,738,021 - The Federal Emergency Management Agency (FEMA) has established 21 allowable authorized equipment categories for the prevention, protection, mitigation, response and recovery of emergency events. Types of equipment purchased with these funds include first responder personal protective equipment, emergency operations center equipment, operational communications equipment, cybersecurity and computer hardware equipment, emergency response equipment, search and rescue equipment, on-scene security and surveillance equipment, medical supplies to treat wounded, explosive detection equipment, and other FEMA authorized equipment relating to terrorist/emergency response. All equipment purchased must meet mandatory regulatory Department of Homeland Security (DHS)/FEMA-adopted standards to be eligible.
• Exercise $60,000 - Exercise activities include the design, development, conduct, evaluation, improvement, and all costs associated with the performance of a simulated exercise where actors play out disaster response scenarios. Exercises are beneficial in the preparation of terror-related and other emergency response activities by allowing emergency responders to identify and compensate for challenges and weakness in emergency response activities. All exercises must meet FEMA’s Homeland Security Exercise and Evaluation Program (HSEEP) principles.
• Management/Administration $115,636 - Management/Administration costs include supplies and salaries/benefits for activities directly related to the financial management and monitoring of grant activities and expenditures. Management/Administration personnel act as a liaison between the County and CalOES. The Management/Administration allocation cannot exceed 5% of the grant award.
On October 8, 2019 (Item No. 18), Resolution No. 2019-062 was adopted, as required by CalOES for the Fiscal Year 2019 Homeland Security Grant Program, authorizing the Interim Fire Chief/Fire Warden to submit the grant application, act as a signatory and execute any grant amendments. The Resolution is being amended to remove the word “Interim” before the title Fire Chief/Fire Warden, such that the resolution authorizes the Fire Chief/Fire Warden, along with any of the other officers and employees identified in Resolution No. 2019-062, may exercise the authority provided in the resolution.
This item also requests approval of a Subrecipient Agreement/Assurances template. This agreement will be completed and executed by the County and the grant subrecipients receiving funding under Grant Award No. 2019-0035 to ensure that the subrecipients comply with all applicable terms and conditions of the Grant Award. As the recipient of the Grant Award, County departments are subject to the grant terms. The County departments will be required to document their agreement to the grant terms in the Subrecipient Agreement/Assurances template; however, Board approval of the agreement between County departments is not required.
