Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve Amendment No. 1 to the contracts with the following consultants, for on-call airport planning, architectural/engineering, and special services on an as-needed basis, increasing each contract by an amount not to exceed $3,000,000, from $1,500,000 to an amount not to exceed $4,500,000 total per contract, with no change to the contract term of December 16, 2025, through December 15, 2026:
i. C&S Engineers Inc., Contract No. 25-1126.
ii. Mead & Hunt Inc., Contract No. 25-1127.
iii. Coffman Associates Inc., Contract No. 25-1128.
iv. Kimley-Horn and Associates, Inc., Contract No. 25-1129.
v. RS&H California Inc., Contract NO. 25-1130.
b. Authorize the Director or Assistant Director of the Department of Airports to execute work orders for services pursuant to the foregoing contracts, provided that the total amount of all work orders does not exceed $4,500,000 per contract, and to verify the respective consultants’ satisfactory completion of services for each work order.
2. Acting as the governing body of the Board Governed County Service Area 60 - Apple Valley Airport:
a. Approve Amendment No. 1 to the contracts with the following consultants, for on-call airport planning, architectural/engineering, and special services on an as-needed basis, increasing each contract by an amount not to exceed $3,000,000 from $1,500,000 to an amount not to exceed $4m,500,000 total per contract, with no change to the contract term of December 16, 2025, through December 15, 2028:

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Department of Airports (Department) manages a system of six airports, including five airports on behalf of the San Bernardino County (County) and one airport on behalf of County Service Area 60 - Apple Valley Airport (CSA 60).
Approval of this item will increase the total contract amount of the contracts between the County and each consultant and the contracts between CSA 60 and each consultant for on-call airport planning, architectural/engineering, and special services, by an amount not to exceed $3,000,000 per contract, increasing each contract from an original amount not to exceed $1,500,000 to ana total amount not to exceed $4,500,000 per contract total. The total increase for all five County contracts is an amount not to exceed $15,000,000, and the total increase for all five CSA 60 contracts is an amount not to exceed $15,000,000. The increased contract authority does not represent a commitment to expend the full contract amounts. Costs will be incurred on an as-needed basis through individual orders issued under the contracts. Sufficient appropriation and revenue to fund anticipated work orders in 2026-27 are included in the Department’s and CSA 60’s respective 2026-27 budgets. Appropriation and revenue for work orders issued in future years will be included in future recommended budgets.
BACKGROUND INFORMATION
On December 16, 2025 (Item No. 130), the Board of Supervisors (Board), acting for the County and as the governing body of CSA 60, approved 10 three-year contracts with the consultants identified in Recommendation Nos. 1(a) and 2(a) to provide on-call airport planning, architectural/engineering, and special services for the period of December 16, 2025, through December 15, 2028, with the option for two additional one-year extensions. The Board also delegated authority to the Director and Assistant Director of the Department to execute work orders, as needed, and verify satisfactory completion of services.
Each contract was originally capped at $1,500,000. Due to increased growth in development, projects, consulting, and administration across the airport system, the original contract limits have proven insufficient. Project activity is expected to continue increasing over the next three fiscal cycles. The Department and CSA 60 receive grant funding from the Federal Aviation Administration and the California Department of Transportation that support the increased utilization of these services.
Approval of this item would increase the total contract limit to $4,500,000 per contract, allowing the Department to continue using these specialty services without interruption and avoid delays to ongoing and future projects. The amendment makes no other changes to the contracts. Approval of this item will also the Director and Assistant Director of the Department to continue to execute work orders for services in a total amount not to exceed $4,500,000 per contract, as needed, and to verify the respective consultants’ satisfactory completion of services for each work order.
