FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as this Affiliation Agreement with Western University of Health Sciences (WUHS) is non-financial in nature.

BACKGROUND INFORMATION

This Affiliation Agreement will provide clinical onsite training for WUHS nursing students at Arrowhead Regional Medical Center (ARMC). As a teaching hospital, ARMC has a number of agreements with educational institutions to provide onsite training for students. Clinical training is necessary for students to obtain their degrees, licenses, and/or certifications.

The volume and diversity of ARMC patients provides a comprehensive educational opportunity to nursing students from WUHS, which is a fully accredited educational institution. WUHS and ARMC will mutually determine the number of students that will receive training. The Affiliation Agreement ensures the students receive specialty onsite training and experience from ARMC and gain vital skills needed in developing a competent workforce. As a teaching hospital, ARMC expects to attract students to the county area, increasing the potential pool of future healthcare providers.

On November 22, 2005 (Item No. 49), the Board of Supervisors (Board) approved Affiliation Agreement No. 06-753 with WUHS for nursing students to obtain clinical experience at ARMC for the period of November 22, 2005 through November 21, 2006, with automatic annual renewals. The original Affiliation Agreement was approved without an expiration date, which is considered an evergreen contract. ARMC made an effort to identify and replace all of the hospital evergreen affiliation agreements with fixed term affiliation agreements.

On July 10, 2018 (Item No. 8), the Board approved non-financial Agreement No. 18-439 with WUHS for its nursing students to obtain clinical experience at ARMC for the period of July 10, 2018 through July 9, 2023.

ARMC recommends approval of this Affiliation Agreement to provide clinical training and experience to WUHS students, which will result in the students gaining vital skills needed to develop a competent workforce.
