BACKGROUND INFORMATION
The County is constructing a new facility known as the Valley Communication Center, located at 153 S. Lena Road in San Bernardino. The Valley Communication Center Project (Project) is a new three-story Leadership in Energy and Environmental Design (LEED) building certification design, 75,085 gross square foot building, on the 6.85-acre site that will include all associated onsite and offsite improvements. The completed project will serve as the new, mission-critical facility, required to operate 24/7, 365 days a year, under demanding conditions, functioning as the primary Emergency Operations Center for the San Bernardino Valley. The facility will be capable of self-sustaining operations for extended periods, functioning as an independent, stand-alone center in the event of a disaster.
LEED certification is a third-party green building certification that demonstrates a project's sustainability. The United States Green Building Council (USGBC) develops and assesses LEED certifications, and is used for many types of buildings, including new construction. Buildings are designed to be energy-efficient, water-efficient, carbon-saving, and cost-saving. In facilitating LEED Green Building Certification for this Project, it is necessary for the Project and Facilities Management Department (PFMD) to obtain authorization to share energy and water usage data with the USGBC for at least five years. Sharing this data includes supplying information on a regular basis in a free, accessible, and secure online tool. Reasonable efforts will be made to ensure that this commitment is carried forward in the event the building or space changes ownership or lessee.
Approval of this item will authorize the PFMD Director to sign the Data Sharing Commitment Documentation for the LEED Building Certification Project I.D. No. 1000185001.
