RECOMMENDATION(S)
Recommendation
1. Approve Agreement with Bio-Tox Laboratories, Inc. for forensic drug and alcohol toxicology services, in an aggregate amount not to exceed $3,000,000, for the period of February 1, 2025, through January 31, 2030.
2. Authorize the Purchasing Agent to adjust the agreement with Bio-Tox Laboratories, Inc. to add or remove forensic drug and alcohol toxicology services, as needed by County departments.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Departments that require forensic drug and alcohol toxicology services are responsible for ensuring adequate funding in their current and future budgets. The District Attorney's (DA) average annual expenditure for these services is over $250,000 and a five-year contract is estimated to cost $1,500,000. This includes estimated increases in service fees, incremental increases in the number of samples being submitted for testing, and changes in the types of drug panels that the samples are tested against. The DA has received a grant from the State's Office of Traffic Safety since 2012 and receives up to $100,000 annually as a reimbursement for services provided by Bio-Tox.

The Sheriff/Coroner/Public Administrator's (Sheriff) average annual cost for forensic drug and alcohol toxicology services is approximately $250,000. A five-year contra...
