1. Acting as the governing body of San Bernardino County, approve contracts with the following consultants, to perform on-call land surveying services on an as-needed basis, from July 1, 2026 to June 30, 2031, in an amount not to exceed $1,000,000 for each contract:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The aggregate not-to-exceed amount of these contracts is $38,000,000 for the contract term. The aggregate contract authority represents maximum available capacity across all contracts and does not constitute a funding commitment. Work will be assigned on an as-needed basis, and expenditures will occur only when authorized for specific projects. The Department of Public Works - Transportation (DPW) is financed by Gas Tax revenue, fee revenue, and other state, local and federal funding. The San Bernardino County Flood Control District (FCD) is financed by property tax revenue, fee revenue and other local, state and federal funding. The County Service Areas and their Zones (CSAs), Big Bear Valley Recreation and Park District (BBVRPD), and the Bloomington Recreation and Park District (BRPD) (collectively, Special Districts) will be funded by revenue of the applicable Board-governed Special Districts or Service Area utilizing the on-call services as such services are needed. These contracts may also be utilized by other County departments (County) when projects are managed by DPW, FCD, and Special Districts, (collectively, “Department”); County departments are responsible for ensuring adequate funding is included within their respective budgets.
Costs will be incurred on an as-needed basis and funded by the respective entity utilizing the contract from available revenues and fund balances. Adequate appropriation for these services is included in the respective 2026-2027 recommended budgets and will be included in future recommended budgets.

BACKGROUND INFORMATION
Departments are responsible for the maintenance and improvement of roads, bridges, drainage and flood control facilities, parks, water and sanitation systems, and other public infrastructure throughout the County. In support of these responsibilities, the Department requires professional land surveying services for Capital Improvement Projects, maintenance activities, and operational needs, including boundary and topographic surveys, construction staking, right-of-way engineering, mapping, and related services. These services require licensed professionals and specialized expertise to ensure compliance with applicable standards while supporting public safety, regulatory compliance, and protection of County assets.
Due to fluctuating workloads and project-specific demands, the Department utilizes on-call contracts to supplement in-house staff and ensure timely project delivery. These contracts allow for the efficient assignment of work on an as-needed basis based on consultant availability, responsiveness, and expertise.
The recommended contracts will provide on-call land surveying services for the Department. These contracts are non-exclusive, have a five-year term from July 1, 2026, through June 30, 2031, and may be terminated for convenience with 30 days’ written notice, enhancing the Department’s ability to deliver projects in a timely, efficient, and cost-effective manner.
PROCUREMENT
On December 4, 2025, the Department released a Request for Proposal (RFP) No. SPD126-SPDAD-6152 to solicit proposals to provide land surveying services for Department projects. The Department received 20 proposals in response to the RFP; however, one proposal was deemed non-responsive. Following the evaluation process as described in the RFP, a panel of three knowledgeable Department staff reviewed all 19 responsive proposals. Due to the diverse needs of the Department, 19 consultants were selected for on-call land surveying service contracts. Notices of intent were sent to bidders on March 24, 2026, and no protests were received.

Prior to the recommended award of these on-call contracts, County Administrative Office Assistant Executive Officer Trevor Leja (AEO) raised a potential conflict because an award to Epic Partners, Inc. dba Epic Engineers, could have a material financial effect on a member of his immediate family.
The potential conflict was reviewed in consultation with County Counsel. Based on that review, it was determined that the potential financial interest is a “non-interest” under Government Code section 1091.5(a)(9), because the contracts do not directly involve a department within the AEO’s chain of command. The AEO did not participate in the procurement, recommendation, or decision on this item. He also will not participate in any future decisions regarding work assignments or contract administration under these contracts.
