RECOMMENDATION(S)
Recommendation
1. Terminate Employment Contract No. 22-1106 with Edwin Delgado as an Intern Staff Assistant I, effective June 16, 2023 (Four votes required).
2. Approve Employment Contract with Edwin Delgado to provide support services to the Fifth District as a Community Services Liaison, effective June 17, 2023, for an estimated annual cost of $44,585 (Salary - $36,149, Benefits - $8,436).
3. Approve Amendment No. 1 to Employment Contract No. 22-1009 with Jessica Andalon to continue to provide support services to the Fifth District as an Executive Secretary, increasing the auto allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective June 17, 2023, for an estimated annual cost of $84,174 (Salary - $52,116, Benefits - $32,058).
4. Approve Amendment No. 1 to Employment Contract No. 22-1107 with Leanne Uribe to continue to provide support services to the Fifth District as a Field Representative I, increasing the auto allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective June 17, 2023, for an estimated annual cost of $89,027 (Salary - $52,388, Benefits - $36,639).
5. Approve Amendment No. 1 to Employment Contract No. 22-1108 with Mario Flores to continue to provide support services to the Fifth District as a Field Representative I, increasing the auto allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective June 17, 2023, for an estimated annual cost of $84,920 (Salary - $52,388, Benefits - $31,902).
6. Approve Amendment No. 1 to Employment Contract No. 22-878 with Marlandra Johnson to continue to provide support services to the Fifth District as a Field Representative I, increasing the auto allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective June 17, 2023, for an estimated annual cost of $84,274 (Salary - $52,388, Benefits - $31,886).
7. Approve Amendment No. 1 to Employment Contract No. 22-856 with Sonja Pang to continue to provide support services to the Fifth District as a District Director, increasing the auto allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective June 17, 2023, for an estimated annual cost of $125,350 (Salary - $83,812, Benefits - $41,538).
8. Approve Amendment No. 2 to Employment Contract No. 20-1189 with Virginia Marquez to continue to provide support services to the Fifth District as a Community Services Liaison, adding the employee wellness/fitness center membership benefit and increasing the auto allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective June 17, 2023, for an estimated annual cost of $44,665 (Salary - $36,149, Benefits - $8,516).
9. Approve Amendment No. 2 to Employment Contract No. 20-1157 with Laura Mancha to continue to provide support services to the Fifth District as a Community Services Liaison, adding the employee wellness/fitness center membership benefit and increasing the auto allowance pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, effective June 17, 2023, for an estimated annual cost of $44,105 (Salary - $36,149, Benefits - $7,956).

FINANCIAL IMPACT
Approval of these employment contracts will not require the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the Fifth District’s 2023-24 budget to fund the costs related to these employment contracts and will be included in future recommended budgets.
BACKGROUND INFORMATION
Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.
On December 8, 2020 (Item No. 6), the Board approved Employment Contract No. 20-1157 to engage Laura Mancha to provide support services as a Community Services Liaison for the Fifth District. On June 8, 2021 (Item No. 4), the Board approved Amendment No. 1 to Employment Contract No. 20-1157 to add the portable communications device allowance. Recommendation No. 9 will approve Amendment No. 2 to Ms. Mancha’s contract to add the employee wellness/fitness center membership benefit and increase the auto allowance to $200 per pay period, retroactively effective June 17, 2023.
On December 15, 2020 (Item No. 4), the Board approved Employment Contract No. 20-1189 to engage Virginia Marquez to provide support services as a Community Services Liaison for the Fifth District. On June 8, 2021 (Item No. 4), the Board approved Amendment No. 1 to Employment Contract No. 20-1189 to add the portable communications device allowance. Recommendation No. 8 will approve Amendment No. 2 to Ms. Marquez’ contract to add the employee wellness/fitness center membership benefit and increase the auto allowance to $200 per pay period, retroactively effective June 17, 2023.
On December 8, 2020 (Item No. 6), the Board approved Employment Contract No. 20-1156 to engage Sonja Pang to provide support services as an Executive Secretary for the Fifth District. On June 8, 2021 (Item No. 4), the Board approved Amendment No. 1 to Employment Contract No. 20-1156 to add the portable communications device allowance. On September 27, 2022 (Item No. 4), the Board terminated Contract No. 20-1156 and approved Contract No. 22-856 to engage Sonja Pang as District Director. Recommendation No. 7 will approve Amendment No. 1 to Ms. Pang’s contract to increase the auto allowance to $200 per pay period, retroactively effective June 17, 2023.
On October 4, 2022 (Item No. 5), the Board approved Employment Contract No. 22-878 to engage Marlandra Johnson to provide support services as a Field Representative I for the Fifth District. Recommendation No. 6 will approve Amendment No. 1 to Ms. Johnson’s contract to increase the auto allowance to $200 per pay period, retroactively effective June 17, 2023.
On October 25, 2022 (Item No. 6), the Board approved Employment Contract No. 22-1009 to engage Jessica Andalon to provide support services as an Executive Secretary for the Fifth District. Recommendation No. 3 will approve Amendment No. 1 to Ms. Andalon’s contract to increase the auto allowance to $200 per pay period, retroactively effective June 17, 2023.
On November 15, 2022 (Item No. 4), the Board approved Employment Contract No. 22-1106 to engage Edwin Delgado to provide support services as an Intern Staff Assistant I for the Fifth District. Recommendation No. 1 will terminate the existing Employment Contract No. 22-1106 retroactively effective June 16, 2023, which requires four votes per Section 210 of the County Charter and the termination provisions within this contract. Recommendation No. 2 will initiate a new employment contract to engage Mr. Delgado as a Community Services Liaison for the Fifth District, retroactively effective June 17, 2023.
On November 15, 2022 (Item No. 4), the Board approved Employment Contract No. 22-1107 to engage Leanne Uribe to provide support services as a Field Representative I for the Fifth District. Recommendation No. 4 will approve Amendment No. 1 to Ms. Uribe’s contract to increase the auto allowance to $200 per pay period, retroactively effective June 17, 2023.
On November 15, 2022 (Item No. 4), the Board approved Employment Contract No. 22-1108 to engage Mario Flores to provide support services as a Field Representative I for the Fifth District. Recommendation No. 5 will approve Amendment No. 1 to Mr. Flores’ contract to increase the auto allowance to $200 per pay period, retroactively effective June 17, 2023.
For all Employment Contracts, either party may terminate the contract at any time without cause with a 14-day prior written notice to the other party. Contracts may be terminated for just cause immediately by the County.
