RECOMMENDATION(S)

Recommendation

Accept and approve the 2026-27 California Comprehensive Sexual and Reproductive Health Program Grant Agreement (Subrecipient Agreement No. 454-5320-70301-26-27) from Essential Access Health, to support family planning and preventive health services, in the amount of $120,000, for the period of April 1, 2026 through March 31, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The California Comprehensive Sexual and Reproductive Health Program (CA CSRHP) grant award from Essential Access Health does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in the 2026-27 recommended budget.

 

BACKGROUND INFORMATION

Essential Access Health receives CA CSRHP funding from the State of California (State) and is authorized to execute subrecipient agreements with various agencies throughout California. Due to uncertainty in the current federal funding environment, the State is providing CA CSRHP funding to support continuity of services normally provided by Title X funding, for women’s health services, family planning programs, and preventive health care, including breast and cervical cancer screenings, for approximately 400 patients each year at DPH clinics in Barstow, Hesperia, Needles, Ontario, and San Bernardino.

 

On May 6, 2026, DPH received  the CA CSRHP Grant Agreement from Essential Access Health, in the amount of $120,000, for the period of April 1, 2026 through March 31, 2027.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities.
