Recommendation
1. Approve Capital Improvement Project No. 26-173, in the amount of $199,584, for the Registrar of Voters and Purchasing Department Move Feasibility Study, Programming, and Conceptual Design.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section, for the Registrar of Voters and Purchasing Department Move Feasibility Study (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of Discretionary General Funding (Net County Cost) in the amount of $199,584 for the Registrar of Voters (ROV) and Purchasing Department (PUR) Move Feasibility Study Project (Project) (WBSE 10.10.1990). The Project will be funded through the Capital Improvement Program (CIP) Budgets (Program Budgets) which receive approximately $17 million annually as allocated by the Board of Supervisors (Board) to support improvements to County facilities, address infrastructure needs, mitigate safety and liability risks, and enhance operational efficiency. The Chief Executive Officer and County Chief Financial Officer may authorize the use of Program Budgets for projects that enhance County facilities and operations.
Upon completion of the design phase, Project and Facilities Management Department (PFMD) will return to the Board for consideration of construction funding. The following budget adjustments to the 2025-26 budgets are requested:

BACKGROUND INFORMATION
PUR and ROV are currently located at 777 E. Rialto Avenue in San Bernardino. ROV requires additional space and would like to expand its operations into areas presently assigned to PUR, including the space currently occupied by Printing Services and Mail Services, to accommodate expanded ROV office and warehouse functions, associated furniture, fixtures, and equipment. PFMD has been tasked with assessing and managing facility changes for these departments. PUR, including its Printing Services and Mail Services operations, are planned to relocate to 670 E. Gilbert Street in San Bernardino.
PFMD conducted multiple site assessments in November and December 2025 at the 777 E. Rialto Avenue and 670 E. Gilbert Street locations. The assessments identified significant tenant improvement needs at both facilities, including interior reconfiguration, Americans with Disabilities Act (ADA) upgrades, conversion of warehouse space to climate-controlled areas, electrical service upgrades, installation of ramps and canopies, restroom upgrades, and specialized infrastructure to support Printing Services and Mail Services equipment.
PFMD’s on-call consultants prepared a scope of work for the Project, which includes architectural programming, conceptual floor and site plans, structural assessments, mechanical, electrical, and plumbing analysis, and a limited topographic survey at the 670 E. Gilbert Street location. This Project includes feasibility validation, development of space programming, and preparation of conceptual floor and site plans to evaluate project scope, phasing, and estimated costs for the complete relocation of the ROV and PUR departments.
All work will be designed in compliance with applicable California Building Code requirements, including ADA accessibility standards. The Project supports operational continuity for election-related functions and ensures that specialized equipment is properly accommodated at the new PUR location.
The recommended action will approve the Project in the amount of $199,584 and allow PFMD to proceed with evaluation and planning of the Project.
PROCUREMENT
Purchasing supports the use of PFMD’s prequalified on-call design and engineering services based on the non-competitive justification. The selected firms have the specialized credentials due to preliminary programming, design development coordination, and stakeholder alignment activities. As a result, the firms possess unique institutional knowledge of the facility requirements, regulatory constraints, prior design decisions, and conceptual direction that cannot be efficiently transferred to another architect without significant duplication of effort.
