RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2 to contracts with the following agencies for Modernization of Older Californians Act Nutrition Services, updating definitions and standard contract language, increasing the combined total contract amount by $470,000, from $949,900 to a combined total amount not to exceed $1,419,900, and extending the contract period:

1.                     City of San Bernardino, Contract No. 24-992, increasing the contract amount by $90,000, from $189,900 to a contract amount not to exceed $279,900, and extending the contract term by one year, for a total contract period of October 22, 2024 through September 30, 2027.

2.                     True Escape Marriage and Family Therapy, Contract No. 24-915, increasing the contract amount by $290,000, from $580,000 to a contract amount not to exceed $870,000, and extending the contract term by one year, for a total contract period of October 1, 2024 through September 30, 2027.

3.                     Victor Valley Community Services Council, Contract No. 24-916, increasing the contract amount by $90,000, from $180,000 to a contract amount not to exceed $270,000, and extending the contract term by one year, for a total contract period of October 1, 2024 through September 30, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of the amendments for the nutrition services is $470,000, which is 100% State funded by the Modernization of Older Californians Act (MOCA) and will not require a match contribution. Adequate appropriation and revenue have been included in the 2026-27 budget and will be included in the 2027-28 recommended budget.

 

BACKGROUND INFORMATION

The Department of Aging and Adult Services (DAAS) offers a wide variety of programs designed to help seniors and adults living with disabilities. As outlined by the Older Americans Act (OAA) and Older Californians Act, DAAS operates senior nutrition programs in the county to provide nourishing meals, nutrition education, and companionship to older individuals and their spouses with an intent to reduce hunger, food insecurity, and malnutrition while also promoting socialization.

 

With the population of Californians over the age of 60 increasing, reinvestment into these programs are essential. Through funding from the California Department of Aging, MOCA seeks to modernize, advance, and expand various established OAA Title IIIC Senior Nutrition Programs and introduce additional, innovative community-based service programs that address the evolving needs of older adults.

 

DAAS will utilize the MOCA funding to provide modernized nutrition services to current senior nutrition participants, as well as to appeal to new clients. Services include, but are not limited to, “To-Go” meals for pick up as well as delivery of meals, intergenerational activities to bring Older Californians Nutrition Program (OCNP) participants together or with individuals under the age of 60, improvement to the current OCNP nutrition infrastructure, and access to education and distribution of nutritious food products to low-income older individuals.

 

On September 24, 2024 (Item No. 6), the Board of Supervisors (Board) approved Contract No. 24-915 with True Escape Marriage and Family Therapy and Contract No. 24-916 with Victor Valley Community Services (VVCS) Council, in the aggregate amount of $380,000, to provide MOCA nutrition services, for the contract period of October 1, 2024 through September 30, 2025.

 

On October 22, 2024 (Item No. 3), the Board approved Contract No. 24-992 with the City of San Bernardino to provide MOCA nutrition services, in the total amount not to exceed $99,900, for the contract period of October 22, 2024 through September 30, 2025.

 

On September 23, 2025 (Item No. 8), the Board approved Amendment No. 1 to Contract No. 24-915 with True Escape Marriage and Family Therapy and Contract No. 24-916 with VVCS Council, increasing the total aggregate contract amounts by $380,000, from $380,000 to $760,000, updating the scope of work and extending the contract terms by one year, for a total contract period of October 1, 2024 through September 30, 2026, to provide MOCA nutrition services. At that time, the contract amendment with the City of San Bernardino was still in negotiations and was not available for presentation at the September 23, 2025 Board meeting.

 

On January 13, 2026 (Item No. 7), the Board approved Amendment No. 1 to Contract No. 24-992 with the City of San Bernardino, increasing the contract amount by $90,000, from $99,900 to $189,900, and extending the contract term by one year, for a total contract period of October 22, 2024 through September 30, 2026, to provide MOCA nutrition services.

 

Approval of this item will allow DAAS to contract with the agencies listed in the Recommendation to provide MOCA nutrition services to over 1,200 older adults and adults with disabilities throughout the County for an additional year, through September 30, 2027. The amendments also include additional definitions to provide further clarity to vendors regarding certain terms within the contract along with additional general contract requirements.

 

Contractor performance will continue to be measured by reviewing monthly reports to monitor compliance with the administrative, fiscal, and program requirements of the contract. Contractors have remained in compliance to date. The program requirements include minimum unit requirements and unduplicated client numbers to promote the well-being of as many older adults and adults with disabilities as possible. The contracts may be terminated by the County immediately in the event that funds are not available or without cause by serving a written notice 30 days in advance of termination.
