RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to agreements with the following agencies, to provide emergency childcare services, increasing the total combined amount by $6,667,854, from $7,042,751.01 to $13,710,605.01, and exercising the option to extend the agreements by one year, for a total contract period of July 1, 2025 through June 30, 2027:

1.                     Child Care Resource Center, Inc., Agreement No. 26-119, increasing the agreement by $5,195,125.16 from $5,495,042.76 to $10,690,167.92.

2.                     Pomona Unified School District, Agreement No. 26-120, increasing the agreement by $1,472,728.84 from $1,547,708.25 to $3,020,437.09.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of these amendments will not exceed $6,667,854 for 2026-27, and is funded through a combination of 50% State ($3,333,927) and 50% Federal ($3,333,927) funds. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget.

 

BACKGROUND INFORMATION

A primary barrier to placing foster children with families is the lack of immediate access to childcare. The passage of California Senate Bill 89 (Chapter 24, Statutes of 2017) established the Emergency Child Care Bridge Program (Bridge Program), which requires counties to enter into an agreement with the local Child Care Resource and Referral Programs (R&R) to provide a childcare navigator for families and trauma-informed care training and coaching services. Child Care Resource Center, Inc. (CCRC) and Pomona Unified School District (PUSD) are currently the only R&Rs contracted with the State to provide services in San Bernardino County (County).

 

The recommended amendments will allow Children and Family Services (CFS) to continue providing eligible families with a time-limited monthly payment or voucher for childcare for children ages zero through 12 years. Additionally, families will continue to receive support from a childcare navigator provided by one of the R&Rs. Childcare programs and providers serving children in the Bridge Program will also continue to receive trauma-informed training. The California R&R Network will continue to develop and coordinate the training content to be used.

 

On February 24, 2026 (Item 15), the Board of Supervisors approved Agreement No. 26-119 with CCRC and Agreement No. 26-120 with PUSD, including non-standard terms, to provide emergency childcare services, in a combined amount not to exceed $7,042,751.01, for the period of July 1, 2025 through June 30, 2026.

 

Since the program's inception, the Bridge Program has demonstrated consistent and growing utilization across County. In FY 2024-25, CFS reported the following:

                     759 youth referrals were provided to the Bridge Program

                     Approximately $3,500,000 million expended on childcare vouchers

 

In FY 2025-26, the Bridge Program continued to show strong progress:

                     Youth referrals increased to 872

                     Childcare voucher expenditures reached approximately $3,000,000 with the fiscal year still in progress

 

For FY 2026-27, CFS anticipates continued program growth to the Bridge Program:

                     Approximately 975 youth referrals will be provided

                     Childcare voucher expenditures of approximately $4,000,000, due to the increased demand for emergency childcare services

 

CFS recommends approval of the agreement amendments with CCRC and PUSD so that they can continue to provide eligible families with a time-limited monthly payment or voucher for childcare for children ages zero through 12 years.

 

Services provided under these agreements may be terminated by the County without cause upon 30 days prior written notice. Contractor performance will be monitored by review of monthly reports and an annual site visit to ensure compliance with the administrative, program, and fiscal terms and conditions of the agreement.
