RECOMMENDATION(S)
Recommendation
Acting as the governing body for County Service Area 70, Improvement Zone GH (Glen Helen):
1. Adopt Ordinance relating to establishing the availability and to regulate the permitted use of recycled water from the Lytle Creek North Wastewater Recycling Plant, which was introduced on March 10, 2026, Item No. 60.
2. Authorize the Director of the Department of Public Works - Special Districts to administer and enforce the provisions of the ordinance, including the issuance of Recycled Water Use Permits, subject to review by County Counsel, and the implementation of enforcement action as necessary.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). County Service Area (CSA) 70 GH - Glen Helen (District) is funded by sanitation fees charged to customers based on usage. Approval of the ordinance establishes the legal framework for the use and regulation of recycled water used by the Lytle Creek North Wastewater Recycling Plant (WWRP), opening up the possibility of selling recycled water.
