RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County, approve amendments to contracts with the following agencies to provide Older Californians Nutrition Program services, updating standard contract language, including Attachment C: Scope of Work, increasing the combined contract amounts by $10,925,000, from $42,344,266 to an amount not to exceed $53,269,266, and extending the terms by one year, for a total period of July 1, 2022 through June 30, 2027:
a. Amendment No. 8 to Contract No. 22-662, with the Barstow Senior Citizens Center, increasing the amount by $2,850,000, from $9,384,023 to an amount not to exceed $12,234,023.
b. Amendment No. 2 to Contract No. 22-663 with the Big Bear Valley Recreation and Park District, increasing the amount by $135,000, from $663,898 to an amount not to exceed $798,898.
c. Amendment No. 2 to Contract No. 22-664, with the Bonnie Baker Senior Citizens Club, Inc., increasing the amount by $10,000, from $3,005,311 to an amount not to exceed $3,015,311.
d. Amendment No. 3 to Contract No. 22-665, with the City of Montclair, increasing the amount by $200,000, from $1,225,175 to an amount not to exceed $1,425,175.
e. Amendment No. 2 to Contract No. 22-666, with the City of San Bernardino, increasing the amount by $300,000, from $1,595,000 to an amount not to exceed $1,895,000.
f. Amendment No. 3 to Contract No. 22-667, with the Crest Forest Senior Citizens Club, increasing the amount by $200,000, from $719,859 to an amount not to exceed $919,859.
g. Amendment No. 4 to Contract No. 22-668, with the Family Service Association, increasing the amount by $7,150,000, from $25,400,000 to an amount not to exceed $32,550,000.
h. Amendment No. 3 to Contract No. 22-669, with the Lucerne Valley Senior Citizens Center, increasing the amount by $80,000, from $351,000 to an amount not to exceed $431,000.
2. Acting as the governing body of the Big Bear Valley Recreation and Park District, approve Amendment No. 2 to Contract No. 22-663 with San Bernardino County, through its Department of Aging and Adult Services, to provide Older Californians Nutrition Program services, updating standard language, including Attachment C: Scope of Work, increasing the amount by $135,000, from $663,898 to an amount not to exceed $798,898, and extending the term by one year, for a total contract period of July 1, 2022, through June 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).
The total combined amount of the recommended amendments is $10,925,000, increasing the combined total contract amount from $42,344,266 to $53,269,266. Funding for the Older Californians Nutrition Program (OCNP) is provided through the Older Americans Act and is comprised of approximately 50% federal funding, 31% state funding, and 19% County General Fund. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2026-27 budget.
Contract No. 22-663 with the Big Bear Valley Recreation and Park District (District) specifies that the District may submit monthly claims through DAAS for program services reimbursement. Sufficient appropriation has been included in the District’s 2026-27 budget to provide OCNP services and to meet the required 11% match through in-kind services. The annual reimbursement amount is estimated at approximately $135,000; however, this amount may vary based on demand for services.
BACKGROUND INFORMATION
As the designated Area Agency on Aging, DAAS has administered the OCNP for San Bernardino County (County) since 1978. The OCNP provides for the nutritional, wellness, and social needs of older adults 60 years of age or older, their spouses, and adults with disabilities living with eligible participants. Through the OCNP, DAAS provides approximately 411,546 meals in group dining settings that foster community engagement and 650,399 home delivered meals to older adults who are homebound.
On June 28, 2022 (Item No. 116), the Board of Supervisors (Board), acting as the governing body of the County, and the Board of Directors (Directors), acting as the governing body of the District, approved Contract No. 22-662 with Barstow Senior Citizens Center (Barstow), in the amount of $4,730,000; Contract No. 22-663 with the County, in the amount of $505,000; Contract No. 22-664 with Bonnie Baker Senior Citizens Club, Inc. (Bonnie), in the amount of $2,970,000; Contract No. 22-665 with the City of Montclair (Montclair), in the amount of $675,000; Contract No. 22-666 with the City of San Bernardino (San Bernardino), in the amount of $1,220,000; Contract No. 22-667 with Crest Forest Senior Citizens Club (Crest Forest), in the amount of $515,000; Contract No. 22-668 with Family Service Association (FSA), in the amount of $ 14,410,000; and Contract No. 22-669 with Lucerne Valley Senior Citizens Center (Lucerne), in the amount of $230,000, to provide OCNP services, for the period of July 1, 2022 through June 30, 2025.
On September 27, 2022 (Item No. 5), the Board approved Amendment No. 1 to Contract No. 22-662 with Barstow to update the program outcome language for OCNP services and to increase the contract amount by $600,000, from $4,730,000 to $5,330,000. The Board also approved Amendment No. 1 to Contract No. 22-668 with FSA to update the program outcome language for OCNP services with no change to the contract amount of $14,410,000. Both amendments had no change to the contract period of July 1, 2022 through June 30, 2025.
On March 28, 2023 (Item No. 5), the Board approved Amendment No. 2 to Contract No. 22-662 with Barstow for OCNP services to add intergenerational activities, increasing the contract amount by $168,000, from $5,330,000 to a total contract amount not to exceed $5,498,000, with no change to the contract period of July 1, 2022 through June 30, 2025.
On April 11, 2023 (Item No. 5), the Board approved Amendment No. 1 to Contract No. 22-667 with Crest Forest for OCNP services to add intergenerational activities, increasing the contract amount by $53,200, from $515,000 to a total contract amount not to exceed $568,200, with no change to the contract period of July 1, 2022 through June 30, 2025.
On June 27, 2023 (Item No. 7), the Board approved Amendment No. 3 to Contract No. 22-662 with Barstow for OCNP services to revise the Scope of Work attachment, with no change to the contract amount of $5,498,000 or the contract period of July 1, 2022 through June 30, 2025.
On December 19, 2023 (Item No. 5), the Board approved Amendment No. 4 to Contract No. 22-662 with Barstow to extend the expenditure deadline for nine months with no change to the contract amount of $5,498,000 or the contract period of July 1, 2022 through June 30, 2025.
On June 25, 2024 (Item No. 8), the Board approved Amendment No. 5 to Contract No. 22-662 with Barstow for OCNP services to increase the contract amount by $1,500,000, from $5,498,000 to a total contract amount of $6,998,000. The Board also approved Amendment No. 2 to Contract No. 22-668 with FSA to add a congregate meal site and increase the contract amount by $4,000,000, from $14,410,000 to a total contract amount of $18,410,000. Both amendments had no change to the contract period of July 1, 2022 through June 30, 2025.
On June 18, 2025 (Item No. 128), the Board and the Directors, approved Amendment No. 6 to Contract No. 22-662 with Barstow, increasing the contract amount by $2,136,023, from $6,998,000 to a total contract amount not to exceed $9,134,023; Amendment No. 1 to Contract No. 22-663 with the County, increasing the contract amount by $158,898, from $505,000 to a contract amount not to exceed $663,898; Amendment No. 1 to Contract No. 22-664 with Bonnie, increasing the contract amount by $35,311, from $2,970,000 to a contract amount not to exceed $3,005,311; Amendment No. 1 to Contract No. 22-665 with Montclair, increasing the contract amount by $375,175, from $675,000 to a total contract amount not to exceed $1,050,175; Amendment No. 2 to Contract No. 22-667 with Crest Forest, increasing the contract amount by $151,659, from $568,200 to a contract amount not to exceed $719,859; Amendment No. 1 to Contract No. 22-669 with the Lucerne, increasing the contract amount by $105,932, from $230,000 to a total contract amount not to exceed $335,932, to provide OCNP services, updating Attachment C: Scope of Work, and extending the contract periods by one year, for a total contract period of July 1, 2022 through June 30, 2026.
On August 19, 2025 (Item No. 4), the Board approved Amendment No. 7 to Contract No. 22-662 with Barstow, increasing the contract amount by $250,000, from $9,134,023 to a total contract amount not to exceed $9,384,023 with no change to the contract period of July 1, 2022, through June 30, 2026; Amendment No. 2 to Contract No. 22-665 with the Montclair, increasing the contract amount by $175,000, from $1,050,175 to a total contract amount not to exceed $1,225,175, with no change to the contract period of July 1, 2022, through June 30, 2026; Amendment No. 3 to Contract No. 22-668 with FSA, increasing the contract amount by $6,990,000, from $18,410,000 to a total contract amount not to exceed $25,400,000, updating Attachment C: Scope of Work to add services, and extending the contract term by one year, for a total contract period of July 1, 2022, through June 30, 2026; Amendment No. 2 to Contract No. 22-669 with the Lucerne, increasing the contract amount by $15,068, from $335,932 to a total contract amount not to exceed $351,000, with no change to the contract period of July 1, 2022 through June 30, 2026.
On October 7, 2025 (Item No. 5), the Board approved Amendment No. 1 to Contract No. 22-666 with San Bernardino, to increase the contract amount by $375,000, from $1,220,000 to a total contract amount not to exceed $1,595,000, updating Attachment C: Scope of Work, and extending the contract term by one year, for a total contract period of July 1, 2022 through June 30, 2026.
In 2025-2026, Contract Nutrition Providers, listed in Recommendation No.1:
• Served over 357,000 meals in a congregate setting
• Delivered more than 634,000 meals to homebound older individuals
For 2026-2027, the Contract Nutrition Providers listed in Recommendation No. 1 are expected to maintain similar service levels, providing more than 357,000 meals in congregate settings and delivering over 634,000 meals to homebound older individuals.
Approval of the recommended amendments will allow DAAS to continue providing nutrition services to older adults throughout the county, ensuring uninterrupted delivery of congregate and home delivered meals for an additional year, through June 30, 2027.
Each contract includes language stating the County may terminate the contract immediately in the event funds are not available to the County, and without cause by the County, by serving a written notice to the contractor 30 days in advance of termination. County staff will continue to review contractor performance metrics in monthly reports and conduct annual site visits to ensure compliance with contract requirements. DAAS will review the invoices and other documents submitted by each contractor to ensure charges are allowable OCNP expenditures prior to payment.
