RECOMMENDATION(S)

Recommendation

Approve Cooperative Agreement with the County of Los Angeles, for reimbursement of maintenance, snow removal and ice control activities in the Wrightwood area, in an amount not-to-exceed $30,000 per project and up to $75,000 per fiscal year, for an agreement term commencing on the date executed by both parties and continuing through June 30, 2031, unless terminated earlier by either party in accordance with the terms of the agreement.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Department of Public Works - Transportation (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The costs and reimbursement for this Agreement will vary depending upon the weather and the need for maintenance, snow removal or ice control activities. All work requested by the County of Los Angeles (LA County) that is performed by Department staff or contractors will be fully reimbursable by LA County, up to a total of $30,000 per project, and not-to-exceed $75,000 per fiscal year. Sufficient appropriation and revenue are included in the 2025-26 Road Operations budget (6650002000 - H14973) and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Wrightwood sits in an area of the San Gabriel Mountains and includes a section of roads that are in the jurisdiction of LA County. Because these areas are geographically distant from LA County’s maintenance facilities and are heavily impacted by ski-season traffic and significant snowfall, LA County often faces challenges responding quickly enough to keep these roads safely plowed and maintained. 

 

By contrast, the Department is based closer to Wrightwood and already provides maintenance services to most of the surrounding community, making it better positioned to respond promptly and efficiently. This Cooperative Agreement for road maintenance, snow removal, and ice control allows both counties to leverage these practical advantages, improving public safety and service delivery for residents while advancing shared regional goals.

 

According to the Cooperative Agreement, the Department will remove snow from the section of roads in Wrightwood that are in the jurisdiction of LA County. These streets in the Wrightwood community west of Cardinal Road include Cardinal Road, Raven Road, Timberline Drive, Flume Canyon Drive and its connecting streets, Swallow Hill Drive, Logwood Drive, Red Start Drive, Pine Creek Drive, Goldhill Drive, and Rapid Grove Drive.

 

The Department will schedule requested work upon receipt of a written “Notice to Proceed” from LA County and will provide LA County a schedule of workdays anticipated for the work for LA County’s concurrence. The Department, at its sole discretion, shall decide whether to approve or disapprove an individual “Notice to Proceed” and provide specific services to LA County.

For snow events, the counties will attempt to coordinate in advance of each storm to determine whether services should be activated. When LA County requests services and issues a “Notice to Proceed”, the counties will use their existing electronic changeable message signs in the Wrightwood area to alert drivers to chain controls and current road conditions.

After each work assignment is completed, the Department will provide LA County with an invoice and itemized statement of the actual costs incurred. LA County will reimburse the Department or its contractors for all approved costs on a per project basis, up to $30,000 per project and $75,000 per fiscal year, within 60 days of receiving the invoice.

 

This Cooperative Agreement may be terminated by either party, at any time, for any reason, upon a 90-day advance written notice.
