RECOMMENDATION(S)
Recommendation
Acting as the governing body of Board Governed County Service Area 70:
1. Conduct a public hearing to adopt resolution declaring the intention to form County Service Area 70, Zone DB-3 (Mill Pond) in the Lake Arrowhead area for the purpose of providing detention basin maintenance services.
2. Authorize the Special Districts Department to proceed with a mailed ballot election of property owners within the proposed district for an annual service charge of $387.94 per parcel, with an annual inflationary increase of up to 3.0% thereafter, to provide the necessary funding for the detention basin maintenance services beginning in FY 2020-21, with such election to be conducted by an independent election-service provider.
3. Establish September 24, 2019 as the date of the public hearing for the Board of Supervisors to declare the election results and consider the formation of County Service Area 70, Zone DB-3 (Mill Pond).
4. Direct the Clerk of the Board of Supervisors to:
a. Publish a notice of the September 24, 2019 public hearing, pursuant to Government Code section 6061, in a newspaper of general circulation within the county at least seven days prior to the hearing date.
b. Mail notice of hearing to all affected property owners whose names appear on the last equalized assessment roll at least 20 days prior to the public hearing date.
c. Mail notice of hearing to all affected cities, special districts, and spheres of influence within the proposed district at least 20 days prior to the public hearing date.
