Approve Agreement with ACCO Engineered Systems, Inc. for maintenance, inspection, testing services, unforeseen and unexpected repair services for the heating, ventilation, air conditioning, and refrigeration system, in an amount not to exceed $3,500,000, for the contract period of June 1, 2026 through May 31, 2031.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $3,500,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The heating, ventilation, air conditioning, and refrigeration systems (HVACR) systems are essential to ARMC life support systems throughout the hospital as they provide positive, neutral and negative pressures to procedure areas, operating rooms and intensive care units. HVACR systems assist with infection control through required indoor air exchanges, ambient temperatures, and humidity levels necessary to maintain operation licenses.
Approval of the recommendation will allow ARMC to continue to ensure proper maintenance and operations of the HVACR systems at ARMC. The HVACR systems provide for the required environment of care standards as it relates to infection control plans and procedures that are reviewed by California Occupational Safety and Health Administration, Centers for Medicaid/Medicare Services and The Joint Commission annually.
ARMC recommends approval of the Agreement with ACCO Engineered Systems, Inc., (ACCO) to provide for the safety, health and service needs of County residents by ensuring that ARMC has a HVACR systems that provides for the required environment of care standards.
PROCUREMENT
The County Administrative Office approved and authorized the release of Request for Proposal (RFP) No. ARMC126-ARMC-6112 on November 4, 2025, to solicit proposals from interested and qualified vendors for routine maintenance and unexpected repair services for HVACR. The RFP was posted on the County’s Electronic Procurement Network.
Five proposals were received by the established deadline in response to the RFP. Proposals from the five vendors listed below met the minimum requirements and continued through the evaluation process.

Evaluation of the proposals was completed by a committee comprised of representatives from hospital administration and accounting. All proposals were evaluated based on the criteria of qualifications, technical review, costs, references, and presentation and demonstration. The evaluation committee determined, based on the depth of knowledge and familiarity of the proposed work as set forth in its proposal, that ACCO was best suited to provide the services at ARMC.
On April 9, 2026, a tentative award letter was sent to ACCO and on the same day the unsuccessful proposers were notified in writing that they may protest the qualification review by submitting a formal protest letter to ARMC within 10 calendar days of the date of the non-selection letter. No protests were received.
