RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum No. 1, dated July 16, 2026, to the bid documents for the Sheriff High Desert Detention Center Recreation Yard Dividers Project, which revised the prevailing wage attachment, updated the plans, and provided clarification to the bidders’ questions and requests for information.

2.                     Find the bid proposal for Caltec Corp to be non-responsive for failing to provide all documentation required in the Bid Proposal and Instructions.

3.                     Award Construction Contract to Angeles Contractor, Inc., for the Sheriff High Desert Detention Center Recreation Yard Dividers Project, in the amount of $3,085,000, for a contract period of 170 days from the date of commencement.

4.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract, for a total not to exceed $210,000, pursuant to Public Contract Code section 20142.

5.                     Authorize the Director of the Project and Facilities Management Department to accept the work when 100 percent complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The recommended construction contract in the amount of $3,085,000 will be funded by the Sheriff High Desert Detention Center Recreation Yard Dividers Project (Project) (WBSE 10.10.1842), which has a total project budget of $4,751,358. The Project is funded by the Adelanto Detention Center General Fund Reserve and was part of the Capital Improvements Program (Program) as approved by the Board of Supervisors (Board) on June 9, 2026 (Item No. 126).

 

BACKGROUND INFORMATION

Approval of this item will allow Project and Facilities Management Department (PFMD) to award a construction contract to Angeles Contractor, Inc. (Angeles) for the Project located at 9438 Commerce Way in Adelanto. The design-bid-build construction project was established for the Sheriff/Coroner/Public Administrator (Sheriff) in 2024. The Sheriff maintains and operates four Type II jail facilities throughout the County, including the High Desert Detention Center (HDDC). HDDC was originally acquired and renovated to accommodate 700 inmates and had only two housing units (HUs). Six additional HUs were later constructed, increasing the facility’s potential capacity to 1,736 inmates. Previously, the Sheriff had sufficient staffing to operate only five HUs; however, additional staffing funding was recently received, enabling the Sheriff to increase operations to all eight HUs.

 

The increased population at HDDC has also increased the number of inmate classifications. Most classifications must be segregated to increase inmate safety. The current configuration of the recreation yards serving HUs one and two prevents the County from meeting the outdoor recreation requirements established by the Prison Law Office.

 

The Project will include alterations to two exterior recreational exercise yards at the Sheriff’s HDDC to create separate enclosed areas utilizing expanded metal fencing and mesh sides and covers. These alternations will allow the facility to provide outdoor recreation for multiple inmate classifications simultaneously while reducing the number of inmates in any one area to enhance inmate and officer safety. Improvements will include replacement of exterior restroom facilities and additional restroom amenities to serve the newly segmented recreation areas, additional lighting, upgrades to observation tower windows for yards one and two, demolition and replacement of concrete pavement slabs, new fencing and gates, and associated plumbing and electrical upgrades. The Project will be completed using a phased approach to minimize impacts to the facility’s daily operations.

 

PROCUREMENT

On June 8, 2026, in accordance with County Policy 11-15, the Assistant Executive Officer (AEO) reviewed and approved the Project plans and specifications, and authorized PFMD to proceed with procurement and advertise for competitive bids. The AEO also approved the Project as categorically exempt from further review under Section 15301, Class 1 Subsections (a) and (d) (Minor Alteration of Existing Structure) of the California Environmental Quality Act Guidelines (Title 14, California Code of Regulations) for existing facilities. No further environmental review is required.

 

On June 12, 2026, PFMD advertised for bids in the Sun newspaper, six plan rooms and, on June 17, 2026, posted the solicitation on the County’s Electronic Procurement Network via Request for Proposals (RFP) No. ANE223-ANE2C-6433.

 

On July 16, 2026, Addendum No. 1 was released, which revised the prevailing wage attachment, updated the plans, and provided clarification in response to bidders’ questions and requests for information. On July 23, 2026, the following six bids were received:

PFMD recommends that the Board find Caltec Corp’s bid proposal nonresponsive for failing to submit a complete bid package, including signed form by authorized party acknowledging addenda; a signed Non-Collusion Declaration from prime contractor; and a signed Contractor Certificate of California Air Resources Board In-Use Off-Road Diesel Fuel Fleet Certificate of Compliance.

 

On July 29, 2026, a Notice of Intent to Award letter was sent to Angeles Contractor, Inc., Letters of Regret were sent to all unsuccessful vendors, and a nonresponsive letter was sent to Caltec Corp. No protests were received. PFMD recommends awarding the Construction Contract to Angeles Contractor, Inc., as the lowest responsive and responsible bidder.
