RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve an additional allocation of $770,693 from Discretionary General Funding, for the Prado Regional Park Irrigation Well Project, increasing the total project budget by $770,693, from $324,000 to $1,094,693.
b. Approve appropriation and revenue adjustments to fund the additional project allocation and authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).
2. Acting as the governing body of County Service Area 70 Countywide, authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments in the amount of $770,693, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of Discretionary General Funding (Net County Cost), increasing the total project budget for the Prado Regional Park Irrigation Well Project (Project) from $324,000 to $1,094,692.51. The additional funding will be transferred from the General Fund to the County Service Area 70 Countywide - Capital Improvement Fund.

BACKGROUND INFORMATION
Prado Regional Park currently relies on reclaimed water supplied by the Inland Empire Utilities Agency for irrigation and to maintain park lake levels. Reclaimed water deliveries are expected to end in 2027, creating the need for a reliable, long-term replacement water supply.
On June 10, 2025 (Item No. 132), the Board of Supervisors approved the Project with an initial budget of $324,000 from the Community Service Upgrades Reserve Fund for the Project. The initial project scope included evaluating groundwater resources, identifying potential well locations, conducting a water-balance evaluation and well-siting analysis, and testing an existing agricultural well to determine whether groundwater could meet the park’s future operational and irrigation needs.
The initial engineering evaluation confirmed that a groundwater supply is a viable replacement option, but that additional engineering, design, and implementation services are required to advance the Project. Following completion of the initial engineering evaluation, the Project scope was expanded to include:
• Final design plans and specifications for a new production well and improvements to the existing agricultural well;
• Geotechnical investigations;
• Preparation of construction and bid documents;
• Bid-phase support;
• Construction administration;
• Drilling and well construction oversight;
• Permitting and commissioning support; and
• Contingency for unforeseen conditions.
An additional allocation of $770,693 from Discretionary General Fund is recommended to complete these services and advance the Project through design, bidding, and construction support.
Completion of the Project will provide Prado Regional Park with a reliable groundwater source to maintain recreational lake levels, meet irrigation demands, improve operational reliability, and strengthen the long-term sustainability and resilience of the park’s water supply after reclaimed water deliveries end.
