Recommendation
Approve Amendment No. 6 to Contract No. 19-453 with Dominion Voting Systems, Inc., amending the payment schedule for the purchase of additional hardware and licensing, increasing the contract amount by $6,450,000, from $32,794,551 to $39,244,551, with no change to the contract term of July 9, 2019 through July 8, 2034.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Both the one-time purchase cost of additional hardware in the amount of $4,000,000 and the first-year cost of $245,000 are included in the Registrar of Voters (ROV) 2025-26 budget. The $245,000 annual ongoing cost totaling $2,205,000 for the remaining nine years of the term will be paid annually and will be included in future recommended budgets.

BACKGROUND INFORMATION
On July 9, 2019 (Item No. 40), as the result of Request for Proposals ROV119-ROV-3324, the Board of Supervisors (Board) approved Contract No. 19-453 (Contract) with Dominion Voting Systems, Inc. (DVS) for the purchase of a new, State-certified voting system, in an amount not to exceed $31,939,045, effective July 9, 2019 through July 8, 2034. On December 17, 2019 (Item No. 61), the Board approved Amendment No. 1 to the Contract, revising the deadline for the delivery of precinct ballot scanners to April 15, 2020, for use during the 2020 Presidential General Election.
