RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Flood Control District:
1. Declare Equipment No. 049197, a 2002 Caterpillar 226 Skid Steer Loader (Vehicle Identification Number CAT00226A5FZ08701) with an estimated value of $14,000, that is fully depreciated, as surplus and has reached its service life and is no longer necessary to meet the needs of the San Bernardino County Flood Control District and has been replaced.
2. Authorize the sale of the fixed asset identified in Recommendation No. 1, to be coordinated through the Purchasing Department, Surplus Property Division.
3. Authorize the Director of Fleet Management to execute all necessary documentation to transfer title of the fixed asset identified in Recommendation No. 1.
4. Authorize the San Bernardino County Flood Control District to retain the proceeds from the sale of the fixed asset identified in Recommendation No. 1 and deposit such proceeds into its Equipment Fund to offset costs of future equipment purchases.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The fully depreciated equipment value is estimated at $14,000, based on proceeds from recent auctions of similar fixed assets. The funds raised by the sale of the above-described fixed assets will be returned to the San Bernardino County Flood Control District’s (District) Equipment Fund (1970004140) to assist in the purchase of future equipment as needed.
BACKGROUND INFORMATION
The Flood Control District owns and operates specialized equipment necessary to maintain and operate District facilities in support of its mission. District Staff evaluated Equipment No. 049197, a 2002 Caterpillar 226 Skid Steer Loader, and determined that the unit has reached the end of its service life and is no longer economically beneficial to maintain or repair. In Flood Control Operations, a skid steer loader is a versatile compact machine commonly used for debris removal, sediment and silt cleanup, maintenance of access roads, loading and transporting materials, and supporting repair activities within channels, basins, culvert, and other District infrastructures. Its ability to maneuver in confined areas allows crews to efficiently clear obstructions, restore flow paths, and perform small-scale grading or excavation tasks essential to flood system functionality. Replacement equipment has already been placed into service, allowing this asset to be removed from active operations. Once designated as surplus, the asset will be sent to the County’s contracted auction vendors for disposition, with sale proceeds deposited into the District’s Equipment Fund to support future equipment needs.
Disposing of this surplus asset aligns with the County and Chief Executive Officers’ goals and objectives to improve County government operations and to operate in a fiscally responsible and business-like manner.
Once approved for surplus, the asset will be sent to the County’s contracted auction vendors for disposition, coordinated through the Purchasing Department.
