Approve Contract with Children’s Fund, Incorporated, to support programs and projects for at-risk children and youth served by San Bernardino County, in an amount not to exceed $1,500,000, for the period of July 1, 2026 through June 30, 2029.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Under the terms of the agreement, Children’s Fund, Incorporated (CF) has committed to funding programs and projects that benefit children and youth referred by San Bernardino County (County) at a 2-to-1 ratio, with CF contributing two dollars for every one dollar contributed by the County. The maximum cost of this contract is $1,500,000 and is funded 70% ($1,050,000) with Realignment funds, and 30% ($450,000) with Net County Cost. Funding is allocated by budget year, with a maximum of $500,000 available for use during each budget year of the contract. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Since 2011, Children and Family Services (CFS) has referred at-risk children and youth for programs and services supported by CF as part of a public/private collaboration. These programs and services include clothing, school supplies, orthodontia, groceries, housing and utility assistance, scholarships, computers and training for graduating high school seniors, support for the Independent Living Program for teens in foster care, as well as holiday and birthday gifts for children and youth in foster care.

 

CF is a nonprofit 501(c)(3) organization founded in 1986 and is the County’s public/private partnership component of the Children’s Network, and the Child Abuse Prevention Council of San Bernardino County, whose role is to bring together all agencies within the county that serve children and youth and facilitate collaboration and information sharing.

 

The mission of CF is to give vulnerable children and youth support, opportunity, and hope by breaking destructive cycles through community partnerships. CF helps to provide programs that match children and youth in need of available resources and services through a comprehensive resource distribution network. Since its inception in 1986, CF has provided more than 1,900,000 services to children and youth in the county through programs designed to meet the specific needs of at-risk children and youth.

 

During 2024-25, CF provided services to:

                     More than 5,000 children and youth

                     At an average cost of $88.74 per child or youth.

 

During 2025-26, CF is expected to provide services to:

                     More than 5,000 children and youth

                     At an average cost of $86 per child or youth.

 

For the term of this contract, CFS and CF anticipates to serve:

                     Up to 5,000 youth per year

                     At an average cost of $86 per child or youth.

 

The services provided under this agreement are available to all CFS youth, though not all CFS youth will utilize them.

 

The recommended contract will allow CFS and CF to work together to fill the gaps in services through the public/private collaborative that has provided valuable services to children, youth, and families while preserving limited general fund dollars. Under this partnership, CFS collaborates with CF to support children and families in the CFS system who are experiencing financial hardship, by providing assistance with expenses such as clothing, groceries, and hard goods. This assistance often helps stabilize a home and prevent further CFS involvement.

 

CFS and CF also partner to address service gaps, such as orthodontia, a benefit frequently not covered by Medi-Cal that can play a meaningful role in youth self-esteem. Additionally, the partnership supports unique experiences for CFS youth, including the annual Sports Fair and Senior Celebration, an event hosted annually for youth in the Independent Living Program who are graduating high school.
