Recommendation
Approve Amendment No. 1 to Contract No. 25-893 with Tegria Services Group - US, Inc., to continue providing professional clinical informatics consulting services, to support the electronic health record system implementation, increasing the not-to-exceed amount by $75,000, from $500,000 to $575,000, and extending the contract period for an additional two months, for the total period of November 18, 2025 through December 31, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total not-to-exceed services cost of $575,000 is funded by Medi-Cal, Medicare, private insurance, existing ongoing 1991 Realignment funds, fee revenue, and Public Health Infrastructure Grant funds. Adequate appropriation and revenue have been included in the Department of Public Health (DPH) 2026-27 budget.
BACKGROUND INFORMATION
DPH continues to work closely with Arrowhead Regional Medical Center (ARMC) to transition from DPH’s current electronic health record system, Athena, to ARMC’s system, Epic. ARMC, supported by its contracted consulting partner Tegria Services Group - US, Inc. (Tegria), is assisting DPH with preparation activities necessary for a successful transition.
To strengthen internal implementation efforts, DPH entered into a direct contract with Tegria, utilizing a competitive procurement previously completed by ARMC released on August 8, 2022 (Request for Proposal No. ARMC123-ARMC-4683), for clinical informatics consultant staffing. Tegria’s consultants support DPH through system configuration, staff training, and the provision of both technical and clinical expertise. Tegria’s support helps enhance DPH service quality, operational efficiency, and the overall clinical experience for staff and patients.
On November 18, 2025 (Item No. 55), the Board of Supervisors approved Contract No. 25-893 with Tegria to provide the necessary technical expertise and experience to transition DPH from Athena to a new electronic health record, Epic. The contract was approved in the not-to-exceed amount of $500,000, for the period of November 18, 2025 through October 31, 2026.
Approval of Amendment No. 1 extends the contract term by two months and increases the contract amount by $75,000 to accommodate the extended Epic go-live schedule, which requires additional Tegria support and travel for their project team. Timelines within the project scope of work for Amendment No. 1 are also being revised to align with the current extension. Future additional non-substantive amendments to the contract may still be necessary to revise timelines within the project scope of work as activities are completed; however, such amendments will not affect the total contract amount or new term date established by this amendment.
