RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body for San Bernardino County, approve Agreement with County Service Area 70 (Countywide), including a non-standard term, to provide preventative maintenance, emergency response, and support services for the County-owned water and wastewater systems at all County Regional Parks, in the amount of $10,400,000, for the term of July 1, 2026 through June 30, 2036.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost is estimated not to exceed $10,400,000 for the period of July 1, 2026, through June 30, 2036, for the term of the Agreement. The funding consists of $1,400,000 in 2026-27 and $1,000,000 annually from 2027-28 through 2035-36. The County has provided $1,000,000 annually in Discretionary General Funding (DGF) to support these services since 2013. The additional $400,000 in 2026-27 reflects a one-time increase of DGF approved by the Board of Supervisors (Board) as part of the 2026-27 Recommended Budget on June 9, 2026 (Item No. 126). The revenue will be transferred from the County General Fund and received in the County Service Area 70 (CSA 70) Countywide budget (1056301378).  Adequate appropriation and revenue has been included in CSA 70’s 2026-27 recommended budget and will be included in future recommended budgets for the duration of the Agreement.

 

BACKGROUND INFORMATION

Regional Parks has contracted CSA 70 for these services since 2013. The current agreement between the County and CSA 70 for these services, Agreement No. 19-449, was originally approved by the Board on June 25, 2019 (Item No. 74) and expires on June 30, 2026. Approval of the recommended Agreement will allow CSA 70 to continue to provide preventative maintenance, emergency response, and support services for County-owned water and wastewater systems located at all County Regional Parks. Services provided include inspections, flushing, and testing of potable domestic water distribution systems; maintenance and repair of water irrigation systems, including routine inspections, equipment certification and valve turning; and operation, repair, and maintenance of the water treatment systems, including inspection, monitoring and sampling.

 

Services to the wastewater system include operation, repair and maintenance of wastewater collection systems, such as routine inspections, cleaning, and monitoring; and operation, repair, and maintenance of wastewater treatment plants, including routine inspection, sampling, and testing. The Agreement will also provide for the following services at Lake Gregory Dam: monitoring the weir, taking meter readings, visual inspections at eight points on the dam, valve exercising, dam and basin inspections, inlet/outlet checks/clearing, and required reporting.

 

The Regional Parks Department (Regional Parks) is responsible for ensuring that water and wastewater system operations and maintenance are being conducted at all County Regional Park locations according to local, state, and federal regulatory requirements.  However, Regional Parks’ staff does not have the state certifications and experience necessary to meet all regulatory requirements. CSA 70 staff have the required state certifications and experience necessary to perform these activities.

 

The Agreement contains a non-standard term as follows:

 

The Agreement’s term is for 10 years.

                     The County standard contract term is 5 years.

                     Potential Impact: The Agreement will be in place for 10 years and can be terminated immediately if funding is no longer available or if Regional Parks selects a new service provider.

 

Approval of this Agreement, including the non-standard term, is recommended as it will allow Regional Parks and CSA 70 to plan long-term repairs and provide continued water and wastewater services to the Regional Park system.
