FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The 2025-26 Perinatal Equity Initiative grant funding from the California Department of Public Health (CDPH), for the Perinatal Equity Initiative program (PEI), in the amount of $980,310, does not require a local match. Adequate appropriation and revenue were included in the Department of Public Health’s (DPH) 2025-26 budget.
BACKGROUND INFORMATION
Approval of this item approves and accepts grant award (State Agreement No. 25-36) from CDPH allocating funding to local health jurisdictions for the PEI, with the goals of improving birth outcomes and reducing mortality for Black infants through county-level approaches that are evidence-based, evidence-informed, or reflect promising practices.
PEI serves pregnant and parenting Black women and their partners, through the first year of their child’s life. DPH offers services that include maternal mental health support, doula services, and father/partner support. Maternal mental health interventions provide culturally responsive therapy, reduce barriers to care, and improve birthing outcomes. Doula services provide emotional and physical support to pregnant women throughout their pregnancy, delivery, and postpartum time. Fatherhood/partner support is provided through group sessions and promotes the importance of engaged partners to support the emotional and physical health of mothers and babies. In 2025-26, 156 individuals received PEI services from community-based organizations contracted by DPH using this grant funding.
On September 2, 2025, pursuant to County Policy 05-13, the County Administration Office (CAO) authorized the submission of the 2025-26 Agreement Funding Application (AFA) for PEI, in the amount of $980,310, for the period of July 1, 2025 through June 30, 2026.
Since the CAO’s approval of the PEI AFA on September 2, 2025, the application documents have been under CDPH’s review. CDPH advised that DPH will be reimbursed for all PEI program expenditures incurred during the grant period of July 1, 2025 through June 30, 2026.
On June 16, 2026, DPH received approval notification of the PEI AFA from CDPH, in the amount of $980,310, for the period of July 1, 2025 through June 30, 2026.
This item is being presented to the Board of Supervisors at this time, as this is the first available date following completion of CDPH’s review of the grant application documents, as well as the required County operational, fiscal, and legal reviews. Approval at this time will not impact services and activities that have been performed by DPH for the PEI program between July 1, 2025 and June 30, 2026, which will be reimbursed under this grant award.
