Adopt Resolution amending the Measure “I” Five-Year Capital Project Needs Analysis - Project List for 2023-24 through 2027-28, Valley Major Streets, Valley Freeway Interchange and the Victor Valley Major Local Highways Programs, to add the State Street Interim Widening Project, as identified in Exhibit A-1 attached to the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The addition of the State Street Interim Widening Project, between Adams Street and Darby Street in the Muscoy area (Project) results in an additional estimated cost of $924,000 to the County’s fair-share. This cost will be funded by the County’s Regional Transportation Development Mitigation Program - Development Impact Fees (DIF) collected for the San Bernardino Sphere Arterial Program. The estimated total cost for the Project is $4,000,000 and the remaining balance of $3,076,000 is the public fair-share cost, which will be funded by the Measure “I” 2010-2040 Valley Major Street Program (MIMS), administered by the San Bernardino County Transportation Authority (SBCTA), pursuant to the Measure “I” Policies.
BACKGROUND INFORMATION
The San Bernardino County Regional Transportation Development Mitigation Plan was developed to satisfy the provisions of the San Bernardino County Congestion Management Program (CMP), administered by the SBCTA, to address traffic congestion. The Regional Transportation Development Mitigation Plan calls for the widening of State Street by one lane in each direction to create a four-lane roadway from Highland Avenue north to Cajon Boulevard. However, due to funding constraints, the Department of Public Works (Department) proposes an interim project to widen the west side of State Street by one lane, from Adams Street north to Darby Street. The Project will also install sidewalks and American with Disabilities Act curb ramps within the Project limit.
Project funding consists of a public share and a development share. The public share, paid by SBCTA, is the project costs needed to address existing deficiencies in the County’s regional transportation network. The development share, paid by local jurisdictions, is the project costs required to mitigate the impact of new development on the transportation network. Development share project costs are funded through collection of a DIF from developers as development occurs.
On September 27, 2011 (Item No. 58), the Board of Supervisors (Board) approved Jurisdiction Master Agreement No. 11-743 with SBCTA (formerly known as SANBAG) for reimbursement of the Measure “I” Valley Major Street Program - Arterial funds throughout the term of the Measure “I” 2010-2040 Program (through March 31, 2040), of which the Project is included and eligible for public-share reimbursement.
On October 25, 2022 (Item No. 72), the Board adopted Resolution No. 2022-206 approving the Measure “I” Five-Year Capital Project Needs Analysis (CPNA) Project List for 2023-24 through 2027-28. At that time, the estimated total cost for all projects in the CPNA was $73,803,082. The new estimated total cost, including the Project, is $77,803,082.
Adoption of the Resolution amends the current CPNA Project List for 2023-24 through 2027-28, adding the Project to the CPNA. Pursuant to the SBCTA Nexus Study, all projects requiring Public Share funds must be included in the current CPNA. The CPNA details expenditures and each agency’s fair-share cost of projects for the next five years. The County is required, under the Measure “I” policies, to adopt a resolution identifying a list of capital projects from the SBCTA Nexus Study on which DIF and public share funds will be spent.
The Department is proposing to commence design for the Project in 2023-24. Therefore, the CPNA must be amended to add the Project to the MIMS Project List for 2023-24 through 2027-28, and a Resolution amending the CPNA, as adopted by the Board, is required in accordance with the Measure “I” policies.
Approval of this item adds the Project to the CPNA Project List for 2023-24 through 2027-28, updates Resolution Exhibit A to Exhibit A-1, and increases the County’s fair-share total cost for all projects in the CPNA by $924,000 from $15,819,624 to $16,743,624. The Project is anticipated to begin in the summer 2023 and be completed fall 2026.
