Recommendation
Reject all bids received on February 20, 2020 for the Snowdrop Road Project in the Rancho Cucamonga area, finding that the rejection of bids is in the best general interest of the County.

FINANCIAL IMPACT
There is no financial impact from this action to reject bids for the Snowdrop Road Project.
BACKGROUND INFORMATION
On March 13, 2018 (Item No. 65), the Board of Supervisors (Board) approved the formation of Assessment District (AD) 2018-1. This action was in response to property owners within an unincorporated area near Rancho Cucamonga requesting the establishment of a funding mechanism for the construction/long-term maintenance of a paved road and related drainage improvements (Project). Approval of AD 2018-1 implemented a special assessment on the annual tax roll of the applicable property owners to fund the Project. The Project entails approximately 2.1 miles of road and drainage improvements that extend from Haven Avenue westward along Snowdrop Road and Santina Drive, connecting to Archibald Avenue at the northern terminus of the City of Rancho Cucamonga.
On October 22, 2019 (Item No. 44), the Board approved the Project's plans/specifications and authorized the Special Districts Department (Department) to advertise for bids. In response, the following six bids were received on February 20, 2020:
