Recommendation

Approve Agreement with the Ontario International Airport Authority for the continued procurement and installation of Closed-Circuit Television Cameras and Electronic Access Control Devices on Jet Bridges Project, utilizing the remaining funds previously awarded under Agreement No. 24-315 in the amount not to exceed $500,000, for the agreement term of January 1, 2026 through December 31, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On April 9, 2024 (Item No. 23), the Board of Supervisors (Board) approved Agreement No. 24-315 (Authority Funding Agreement 2024-1) with the Ontario International Airport Authority (Authority) to contribute $250,000 to fund the costs to procure and install the Closed-Circuit Television Cameras and Electronic Access Control Devices on Jet Bridges Project (Project). On February 25, 2025 (Item No. 20), the Board approved Amendment No. 1 to Agreement No. 24-315 (Authority Funding Agreement 2024-1) increasing the total funding by $250,000, for a cumulative total of $500,000. The Authority has sufficient funding available from the previously approved $500,000 to complete the Project.

 

BACKGROUND INFORMATION

On April 9, 2024 (Item No. 23), the Board approved Agreement No. 24-315 with the Authority to contribute $250,000 towards the procurement and installation of the Project for the period of May 3, 2024 to December 31, 2025.

 

On February 25, 2025 (Item No. 20) the Board approved Amendment No. 1 to Agreement No. 24-315 increasing the total funding by $250,000, for a cumulative total of $500,000, with no change to the term of the agreement, May 3, 2024, to December 31, 2025. 

 

The Authority made good-faith efforts to procure a qualified firm to complete the Project, however, the Authority was unable to secure a firm within the original allotted timeline due to limited firm availability, the specific expertise and experience required, and challenges in obtaining responsive proposals aligned with the scope of work and available budget. As a result, the agreement expired on December 31, 2025, with unspent funds remaining in the amount of $500,000.

 

The Authority notified the County in late January that they were unable to complete this Project and that there were unspent funds remaining. The Authority has requested to proceed under a new agreement utilizing the unspent funding to complete the Project. The prior agreement expired on December 31, 2025. Because project-related activities have continued, the proposed agreement should be retroactive to January 1, 2026, to ensure there is not a lapse between Agreement No. 24-315’s expiration on December 31, 2025, for the continuity of the Project and proper use of previously approved funds. According to the Authority, they will be able to complete the Project by December 31, 2026.

 

This recommendation will allow the Authority additional time to complete the Project. The Project will enhance airport security by providing real-time electronic notification to law enforcement and airport command personnel, enabling rapid response to potential security breaches utilizing funds previously awarded under Agreement No. 24-315.
