FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total contract amount will not exceed $360,000 and will be 100% funded through the Family First Prevention Services Program (FFPSP) State Block Grant (SBG). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget and will be included in the 2027-28 recommended budget.
BACKGROUND INFORMATION
The mission of Children and Family Services (CFS) is to protect endangered children, preserve and strengthen their families, and develop alternative family settings when needed. CFS accomplishes this mission in collaboration with families, public and private agencies, and community partners.
CFS receives FFPSP SBG funding to support evidence-based prevention programs for youth at-risk of entry or reentry into the foster care system. The Youth Empowerment Saturdays (Y.E.S.) Program, operated by IAMGIFTEDFoundation Inc. (IAG), is a cohort-based youth development program designed to strengthen protective factors for youth through mentorship and well-being services. Eligible participants are youth ages seven through 18 who reside in San Bernardino County (County) zip codes 92404 through 92410. Program components include:
• Social and emotional learning
• Physical fitness and wellness activities
• Art workshops
• Health and nutrition education
• Stress and time management
• Life skills and mentorship development
• Parent and family engagement
On August 1, 2025, the County entered into a contract with IAG through a non-competitive procurement, executed through the Purchasing Department (Purchasing), to provide the Y.E.S. Program mentorship and well-being services for CFS youth for the period of August 1, 2025 through July 31, 2026. Youth could self-refer or be identified and selected through IAG’s existing programs, including Life Skills Camp. The program supported two cohorts annually, with up to 60 youth per cohort. The Fall 2025 cohort reflected strong participation and retention, with 48 youth completing the program. For the Spring 2026 cohort, 90 youth registered and 37 attended consistently. The results reflected effective implementation of the program model and measurable improvements in participants' social-emotional competencies. Recent enrollment interest exceeded available program capacity, with more than 120 youth expressing interest compared to available program slots.
On March 17, 2026, the CFS Prevention Executive Sponsor Team, which is composed of the CFS Director and two Assistant Directors, approved moving forward with a new contract to expand Y.E.S. Program services. Although the prior contract expired on July 31, 2026, and the recommended contract will begin on September 1, 2026, the intervening period will not result in a lapse in scheduled services because the Fall 2025 and Spring 2026 cohorts under the prior contract have been completed.
The recommended contract will allow IAG to expand services and conduct two five-week cohorts, one in Fall 2026 and one in Spring 2027, with no fewer than six program hours per week. Each cohort will serve a minimum of 70 and a maximum of 120 youth, with a target enrollment of approximately 90 participants per cohort and a total capacity of up to 240 youth during the contract period. The expansion in services will allow more youth to participate in the cohorts.
CFS recommends approval of this contract with IAG to continue and expand prevention-focused services that strengthen protective factors for youth and support families in high-need communities, consistent with the department's mission to preserve and strengthen families.
PROCUREMENT
IAG is the current CFS prevention provider delivering the Y.E.S. Program. This request expands the existing cohort-based program, making continued use of the current provider essential to maintain uninterrupted services and program continuity. IAG has established trained staff, operational infrastructure, referral processes, and community partnerships. Transitioning to another provider would create unnecessary startup costs, service delays, and disruption to youth and families. Continuing with the existing provider allows the County to expand services immediately while maintaining efficient delivery of social emotional learning, mentorship, wellness, life skills, and family engagement services.
Purchasing supports this non-competitive procurement based on specialized credentials, expertise, and training of IAG and expands the existing cohort-based prevention program model.
