Recommendation
Approve Contract with Odyssey Power Corp. to provide maintenance and unforeseen repair services to the hospital emergency generator systems, in the not-to-exceed amount of $705,000 for the contract term of June 1, 2024 through May 31, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $705,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of this Contract will allow Odyssey Power Corp. (Odyssey) to perform maintenance and unforeseen repairs of seven Detroit Diesel Generators on the campus of ARMC in a timely and cost-effective manner. These high-voltage generators require unique, specialized certifications for repair and maintenance. The generators are utilized when ARMC experiences power disruptions. ARMC is experiencing an increase in unforeseen repairs and failures to the generators due to the age of the generators and increase in usage due to more frequent power outages. Also, the parts needed for the repairs have seen a dramatic increase in cost.
ARMC recommends approval of the Contract to provide for the health and safety of County residents by ensuring the hospital has the infrastructure in place to service and maintain the hospital equipment.
PROCUREMENT
The County Administrative Office approved Request for Proposal (RFP) No. ARMC124-ARMC-5255 for Emergency Generator Maintenance and Repair Services on January 25, 2024. The intent of the RFP was to procure emergency generator maintenance and repair services. On January 25, 2024, the RFP was released through the County’s Electronic Procurement network. Four proposals were received in response to the RFP.

Evaluation of the proposals was completed by a committee comprised of representatives from ARMC Facilities Management department. All proposals were evaluated based on the criteria of Qualification, Experience, Technical, Cost, and References. The evaluation committee determined that Odyssey best met ARMC’s needs and is being recommended for award. On April 4, 2024, a tentative award letter was sent to Odyssey. On the same day, the vendors not recommended for contract award were notified in writing and advised of the opportunity to submit a formal written protest based on the criteria in the RFP. No protest letter was received by the deadline.
