RECOMMENDATION(S)
Recommendation
Approve contracts with the following agencies for the provision of Promotores de Salud/Community Health Worker program services, in the combined amount of $3,793,287, for the period of July 1, 2022 through June 30, 2025:
1. Asian American Resource Center, in the amount of $375,000.
2. Hearts & Lives, in the amount of $420,000.
3. Riverside - San Bernardino County Indian Health, Inc., in the amount of $1,092,000.
4. Uplift Family Services dba Pacific Clinics, in the amount of $405,000.
5. Victor Community Support Services, in the amount of $1,501,287.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amount of $3,793,287 for the Promotores de Salud/Community Health Worker program services will be funded by the Mental Health Services Act (MHSA). Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2022-23 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Promotores de Salud/Community Health Worker program focuses on the prevention portion of the Prevention and Early Intervention component of MHSA. Services are culturally and linguistically specific and community-driven to reduce the stigma surrounding seeking behavioral health services for unserved, underserved, or inappropriately served populations. The program provides community education on mental health and substance use disorder topics, promotes behavioral health prevention and wellness, and connects community members to local resources. Program success is measured through program data. Agencies are required to administer quantitative and qualitative surveys to program participants with a minimum completion rate of 70% to ensure program goals are met. The target populations to be served include African American (AA), Asian and Pacific Islander (A/PI), Latino/LatinX (L/LX), Lesbian, Gay, Bisexual, Transgender, Queer/Questioning (LGBTQ), and Native American (NA). The recommended contracts with the agencies in the Recommendation will provide program services to approximately 30,665 unduplicated participants annually, at an estimated cost of $41 per participant.
PROCUREMENT
On February 14, 2022, the County Administrative Office approved and authorized the release of a Request for Applications (RFA), Electronic Procurement Network (ePro) No. DBHE22-ADMN-4451, to solicit qualified agencies to provide Promotores de Salud/Community Health Worker services to the specified target populations. The RFA was publicly advertised through direct mailings to more than 600 community-based organizations, service providers, and other interested parties; advertised in local newspapers; and posted on ePro.
The mandatory application conference was held on March 8, 2022. Fifteen agencies attended the conference. Ten applications were received in response to the RFA, nine of which met the procurement requirements and continued in the evaluation process.

The evaluation committee, comprised of five individuals with representation from the Human Services Program Development Division, Transitional Assistance Department, and DBH, reviewed and evaluated the applications based on the criteria referenced in the RFA, including but not limited to: demonstrated ability to serve the target population, provide required services as specified, serve unduplicated clients, provide services by the contract start date, experience, staffing levels and qualifications, provide training as required, ability to service specified areas, and perform program outcome evaluations.
Asian American Resource Center, Hearts & Lives, Riverside-San Bernardino County Indian Health, Inc., Uplift Family Services dba Pacific Clinics, and Victor Community Support Services are recommended for contract awards as their applications were found to meet the County’s needs in servicing the target populations. These agencies have extensive knowledge of and experience working with the target populations, as well as providing outreach services and resources.

The remaining agencies were not recommended for contract award due to lower ranking scores in programmatic and/or fiscal portions of the application. Unsuccessful agencies were notified by electronic mail that their applications were not recommended for contract award and of their ability to submit a formal written protest to the Purchasing Director based on the criteria in the RFA. No written protests were received.
DBH will monitor contract performance on a regular basis to ensure performance and compliance standards are met. Contractor invoices will be reviewed and approved by DBH Programs to ensure client counts are accurate prior to being forwarded to DBH Fiscal for payment. DBH Fiscal will verify signatures and service costs prior to issuing payment.
