RECOMMENDATION(S)

Recommendation

1.                     Approve a budget increase of $177,400 to Capital Improvement Program Project No. 26-008, from $533,814 to $711,214, to enhance functionality, increase capacity, and better serve the large staff operating at the County Fire Camp 7 Restroom Facilities Remodel Project located at 18679 Verdemont Ranch Road in Devore. 

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments within the Capital Improvement Program, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).

The recommended $177,400 budget increase for the County Fire Camp 7 Restroom Facilities Remodel Project (WBSE 10.10.1922), will increase the total project budget from $533,814 to $711,214. The increase will be fully funded by available San Bernardino County Fire Protection District (SBCFPD) Fire Administration (Cost Center 1068132410) fund balance, which also is the funding source for the project's existing budget.

 

The project was approved by the Board of Supervisors as part of the Capital Improvement Program on June 9, 2026 (Item No. 126). Sufficient appropriation is included in SBCFPD’s 2026-27 budget and will be included in future recommended budgets, if necessary.

 

The Project and Facilities Management Department (PFMD) requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the Capital Improvement Program 2026-27 budget:

BACKGROUND INFORMATION

The Project consists of restroom renovations in two buildings at County Fire Camp 7, located at 18679 Verdemont Ranch Road in Devore. The improvements include removing and replacing all lavatories, water closets, urinals, sinks, fixtures, valves, and prefabricated showers. The scope also includes installing instant hot water heaters for sinks and showers. Additionally, new restroom lighting and exhaust fans will be installed to help reduce moisture accumulation and prevent mildew within the buildings. 

 

On March 20, 2025, PFMD conducted a mandatory Job Order Contract (JOC) joint scope meeting with SBCFPD, the Inspector of Record, and the JOC Contractor, Optimus Construction & Painting Inc., to obtain a proposal for the approved scope of work outlined in the CIP 26-008. During the joint scope meeting, SBCFPD refined the project scope of work to better support County Fire Camp 7’s operational needs. The revised scope of work now includes full restroom renovations designed to improve functionality and accommodate the large number of personnel assigned to the facility.

 

The expanded scope involves reconfiguring and enlarging the shower room by removing and relocating interior walls, installing new showers, relocating urinals and toilets, and replacing and relocating all lavatories, water closets, water heaters, urinals, sinks, fixtures, valves, and prefabricated showers. Additional work includes rerouting existing sewer and water lines, installing new sewer connections to support the increased number of showers, and performing asbestos abatement of the flooring due to the presence of asbestos-containing mastic. These improvements are intended to ensure the facilities meet current operational needs and provide a safe and efficient environment for personnel.

 

Approval of this budget adjustment will increase the Project budget to allow for completion of all planned improvements, ensuring the restroom facilities are fully modernized and capable of supporting long-term operational needs without relying on temporary or incremental fixes.
