FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).
The recommended Agreement with Jacobs Project Management Co. (Jacobs) will be funded through the Arrowhead Regional Medical Center (ARMC) Emergency Department (ED) and Intensive Care Unit (ICU) Expansion Feasibility Study and Master Planning Project (Project) (WBSE 10.10.1965), which has a total approved budget of $1,000,000 funded through ARMC Enterprise Funds. ARMC Enterprise Funds are funded by State Medi-Cal and Federal Medicare reimbursements, private insurance payments, and other departmental revenues. Future funding sources may be impacted by legislative changes affecting healthcare reimbursement programs.
BACKGROUND INFORMATION
ARMC serves as a critical safety-net hospital and Level I Trauma Center for San Bernardino County and the surrounding region. ARMC's ED was originally designed to accommodate approximately 65,000 annual patient visits; however, current volumes exceed 90,000 annual visits and are projected to continue increasing.
The purpose of the Project is to conduct a comprehensive campus-wide feasibility study and master planning effort focused on evaluating current and future ED and ICU needs. The study will assess existing facilities, operational constraints, campus circulation, parking, emergency access, utility infrastructure, and potential impacts on related clinical services to support future capital planning and investment decisions.
The feasibility study will establish a planning framework to support future project development, procurement strategies, budgeting, funding validation, and implementation planning. Deliverables include evaluation of existing facilities, development of functional and spatial requirements, identification of feasible expansion and phasing options, infrastructure assessment, planning-level cost estimates, milestone schedules, and recommendations regarding future project delivery methodologies.
The Project aligns with ARMC's long-term strategic objectives of improving patient capacity, enhancing healthcare delivery, supporting projected growth, and ensuring continued operational effectiveness within an active acute-care hospital environment.
