Approve and accept an in-kind award from the California Department of Public Health, Office of Sexually Transmitted Infections and Hepatitis C Virus, for a Cepheid GeneXpert Xpress testing machine, Hepatitis C Virus Ribonucleic Acid rapid test cartridges, and related testing supplies, valued at approximately $40,000.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The in-kind award from the California Department of Public Health, Office of Sexually Transmitted Infections and Hepatitis C Virus (CDPH) provides the Cepheid GeneXpert Xpress testing machine (Cepheid GeneXpert), 60 Hepatitis C Virus (HCV) Ribonucleic Acid (RNA) rapid test cartridges, and related testing supplies for use in Hepatitis C testing of County residents. The award has an estimated value of $40,000 and does not require a local match, financial obligation, or other terms restricting the use of the in-kind award and does not impact the Department of Public Health’s (DPH) budget.
BACKGROUND INFORMATION
CDPH provides ongoing Hepatitis C funding and support to local health jurisdictions to provide education, outreach, and treatment programs. CDPH purchased testing machines and testing cartridges to distribute to local health jurisdictions and community-based organizations throughout California.
On March 24, 2026 (Item No. 35), the Board of Supervisors (Board) approved the submission of the application to apply for an in-kind award from CDPH and authorized acceptance of a Cepheid GeneXpert , HCV RNA rapid test cartridges, and related testing supplies.
On July 1, 2026, DPH received a letter of award from the CDPH announcing that DPH had been selected to receive a Cepheid GeneXpert and related testing supplies. This award is strictly in-kind and includes no monetary distribution. DPH will use this testing system in conjunction with its HIV Prevention Mobile Testing Unit to expand rapid HCV RNA testing capacity throughout the county and improve early identification and treatment for individuals with hepatitis C.
DPH is returning to the Board at this time to acknowledge the terms and requirements of the in-kind award and to execute the Acceptance of Award notice. Approval of the recommendation will authorize DPH to accept the in-kind support from CDPH with a value of approximately $40,000 at no cost to DPH.
