RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Continue to find the no-cost Temporary Transfer of Vehicular Equipment - Type 2 Ambulance Agreement with the Consolidated Fire Agencies Joint Powers Authority, for the provision of a Type 2 Ambulance, is authorized by Health and Safety Code section 13877 and benefits the San Bernardino County Fire Protection District by having additional staffed ambulances available to meet the health and safety needs of the District.
2. Approve Amendment No. 1 to the Temporary Transfer of Vehicular Equipment - Type 2 Ambulance Agreement No. 25-655 with Consolidated Fire Agencies Joint Powers Authority, to continue the provision a Type 2 Ambulance, on a temporary basis, at no cost, for the purpose of emergency medical response, extending the term for one additional year, for a total period of August 19, 2025, through August 18, 2027.

FINANCIAL IMPACT
Approval of Amendment No. 1 (Amendment) will not result in the use of Discretionary General Funding (Net County Cost) as the Amendment to the Temporary Transfer of Vehicular Equipment - Type 2 Ambulance Agreement No. 25-655 (Agreement) with Consolidated Fire Agencies Joint Powers Authority (CONFIRE) is non-financial in nature. The Agreement provides for a temporary loan of an ambulance to CONFIRE at no cost, for the purpose of emergency medical response. Under the Agreement, CONFIRE is responsible for the provision of fuel, maintenance, and normal wear and tear repairs while the ambulance is in its possession. CONFIRE is also required to maintain general liability and automobile liability insurance as defined in the Agreement.
BACKGROUND INFORMATION
CONFIRE is the regional provider of fire and emergency medical dispatch and communications services in the county. CONFIRE requested to temporarily borrow an ambulance from San Bernardino County Fire Protection District (SBCFPD) which is currently unstaffed and available to loan.
On August 19, 2025 (Item No. 70), SBCFPD’s Board of Directors approved the Agreement between SBCFPD and CONFIRE for the provision of an ambulance, on a temporary basis, for the purpose of emergency medical response, for the period of August 19, 2025, through August 18, 2026. The Agreement helps address the limited ambulance resources, increased call volumes and other emergency needs. The Agreement was authorized pursuant to Health and Safety Code section 13877 and supports the efficient use of limited ambulance resources within the County.
CONFIRE continues to have a need for an ambulance and has qualified personnel available to staff and operate the vehicle. The loaned ambulance remains available for use by CONFIRE to support emergency medical response services within the High Desert Region of the County, which falls within SBCFPD’s area of responsibility.
Approval of the recommended Amendment will extend the term for one additional year, for a total period of August 19, 2025, through August 18, 2027, after which the ambulance will be returned to SBCFPD, unless the Agreement is further amended.
The Agreement may be terminated by either party without cause by giving 30 days' written notice. All other terms of the Agreement remain the same.
