Recommendation
Approve Amendment No. 1 to Agreement No. 21-462 with Imperial Parking (U.S.), LLC dba REEF, for Parking Management and Valet Services, increasing the total contract amount by $273,520, from $2,100,450 to $2,373,970, and extending the contract period for six months for a total contract term of October 1, 2021 through March 31, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $273,520 is funded by State Medi-Cal, federal Medicare, private insurance, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2026-27 budget.
BACKGROUND INFORMATION
Approval of the Amendment will enable Imperial Parking (U.S.), LLC dba REEF (REEF) to continue to provide parking management and valet parking services to ARMC’s patients and visitors. These services are needed to address ARMC’s parking needs, especially at times when there is limited parking availability. Valet parking is available at the main hospital entrance and at the clinic entrance for patients and visitors at no cost Monday through Friday from 7:00 a.m. to 5:00 p.m., excluding holidays, but may be adjusted by the County as needed.
On June 22, 2021 (Item No. 15), as the result of a non-competitive procurement, the Board of Supervisors (Board) approved Agreement No. 21-462 (Agreement) with REEF to provide parking management and valet services at ARMC’s Campus for a total cost not to exceed $2,100,450, for a total contract period of October 1, 2021 through September 30, 2026.
A Request for Proposal (RFP) for parking management and valet parking services was initiated in July 2026 to procure a vendor to provide these services upon expiration of the Agreement. However, ARMC experienced delays in the RFP process and is, therefore, requesting an additional six months for the Agreement to allow sufficient time to complete the RFP process.
ARMC recommends approval of the Amendment to continue to provide for the health and safety of County residents through the provision of services to patients and visitors during medical visits.
