RECOMMENDATION(S)

Recommendation

1.                     Approve Employment Contract with Stephanie Carbajal, as a Community Network Coordinator, for an estimated annual cost of $115,220 ($82,192 Salary, $33,028 Benefits), for the period of June 27, 2026, through June 23, 2029.

2.                     Authorize the Assistant Executive Officer to execute amendments to extend the term of the contract for a maximum of three successive one-year extensions, as well as to make non-substantive changes to the contract, subject to review by County Counsel.

3.                     Direct the Assistant Executive Officer to transmit all employment contract amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item does not result in the use of Discretionary General Funding (Net County Cost). The recommended contract in the estimated annual amount of $115,220 will be 64% ($73,741) funded through Children and Families Commission San Bernardino - First 5 San Bernardino grant and 36% ($41,479) funded through the Child and Youth Connection allocation through the Department of Behavioral Health’s existing ongoing 1991 Realignment funds for the full contract term. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

In 1985, the San Bernardino County (County) Grand Jury recommended that an interagency council be established to study and coordinate services for children in the County. The Children’s Network (CNET) was created the following year to improve outcomes for children and their families. CNET helps to establish and support partnerships with other public and private child servicing agencies throughout the county and beyond.

 

Approval of the recommended employment contract with Stephanie Carbajal will allow CNET to fill the Community Network Coordinator (CNC) position to meet staffing needs. The CNC position is responsible for recruiting and supporting mentors while building mentoring program capacity, connecting system-involved youth with mentoring services, leading and coordinating the Mentoring Task Force, including meetings, trainings, and youth engagement activities, and facilitating community partnerships, including Family Resources Center and faith-based collaboratives.

 

The recommended contract will be effective June 27, 2026, through June 23, 2029, subject to the termination provisions of the contract. The contract can be terminated by either party without cause upon a 14-day written notice to the other party.

 

PROCUREMENT

At the request of CNET, the Human Resources Department (HR) posted recruitment for the CNC position on the County website. At the close of the two-week recruitment, HR provided a list of eligible candidates to CNET. CNET contacted candidates for interviews and conducted seven interviews. Stephanie Carbajal was interviewed and based on her experience and skills, was offered the position contingent upon approval by the Board of Supervisors.

 

Stephanie Carbajal has more than 10 years of experience coordinating youth programs, leading community outreach, and facilitating cross-agency collaboration in social service and public health settings. Due to her experience, it is recommended that Ms. Carbajal begin employment at the rate of $32.94 per hour.
