RECOMMENDATION(S)
Recommendation
1. Approve non-financial Memorandum of Understanding with Kaiser Foundation Health Plan, Inc. for Medi-Cal services, effective February 10, 2026 through February 9, 2031.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or the Director of the Department of Public Health to execute subsequent non-substantive amendments to the Memorandum of Understanding, including changes to the scope of work, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit subsequent non-substantive amendments to the Memorandum of Understanding to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
The Memorandum of Understanding (MOU) is non-financial in nature and will not result in the use of Discretionary General Funding (Net County Cost). Service deliverables are reimbursable by Kaiser Foundation Health Plan, Inc. (Kaiser) to the Department of Public Health (DPH).
BACKGROUND INFORMATION
Based on Title XIX of the Social Security Act as outlined in the Code of Federal Regulations, Medi-Cal beneficiaries are required to choose one of three Managed Care Plans as their health maintenance organizations for services.
