RECOMMENDATION(S)
Recommendation
Approve contracts with the following agencies, for the provision of Enhanced Assisted Living services, in the aggregate amount of $5,112,800, for the period of July 1, 2025, through June 30, 2030:
1. Crest Home for the Elderly.
2. GHC Upland RCFE, LLC dba Heritage Court Assisted Living.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The recommended total aggregate amount of $5,112,800 for the recommended contracts for Enhanced Assisted Living (EAL) services is funded by Mental Health Services Act revenue. Adequate appropriation and revenue will be included in the Department of Behavioral Health's (DBH) future recommended budgets.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illness and/or SUD. EAL facilities provide comprehensive medical care to clients experiencing a co-morbid behavioral health condition and requiring support and monitoring to ensure their psychiatric stability. Facilities are licensed and governed by the State of California, Community Care Licensing Division.
EAL facilities create a safe and stable environment for adults and older adults who are high utilizers of acute medical and psychiatric care, allowing placement to be diverted away from higher levels of care such as Skilled Nursing Facilities or State Hospitals.
