Recommendation
Approve non-financial Mutual Non-Disclosure Agreement with Bluebeam, Inc., for the period of June 23, 2026 through June 22, 2031, to allow for a security risk assessment related to a potential upgrade of plan check software.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Mutual Non-Disclosure Agreement (NDA) with Bluebeam, Inc. (Bluebeam) is non-financial in nature.
BACKGROUND INFORMATION
The Department of Public Health (DPH) conducts plan checks for a variety of facilities, including food establishments, public pools and spas, body art facilities, and mobile food facilities, to ensure proposed construction or remodeling projects meet state and local health and safety requirements. DPH currently uses Bluebeam Revu version 19 and 20 plan check software to support essential workflows such as plan markups, comments, measurements, and document organization for review and approval.
Bluebeam offers an updated version, Bluebeam Revu 21, which is a cloud-based digital plan check software that may improve DPH’s delivery of plan review services. Before considering the updated cloud-based version, DPH’s information technology security team must conduct a risk assessment to ensure it meets San Bernardino County and DPH compliance requirements. Bluebeam requires a signed NDA before disclosing the confidential information necessary for a risk assessment to be conducted. There is no cost or financial commitment associated with the NDA.
DPH recommends approval of the NDA with Bluebeam to allow for the completion of a risk assessment to determine whether the updated software should be purchased.
