Approve Amendment No. 1 to Contract No. 24-410 with Walden Environment Ic. dba Walden Family Services, to provide Independent Living Program Extended Care Services to young adults formerly in foster care, updating the scope of work, standard contract language, and the vendor’s legal name, with no change to the contract amount of $900,000, or contract period of July 1, 2024 through June 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This amendment does not impact the contract’s total cost of $900,000. The total cost is funded with the Independent Living Allocation, which is 65% ($585,000) federal and 35% ($315,000) existing County local share. Adequate appropriation and revenue have been included in the Human Services (HS) Administrative Claim 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Independent Living Program (ILP) Extended Care services enable foster youth to secure the skills that are necessary to exit the dependency court system and become self-sufficient. Federal and state law authorizes payments to establish and administer programs that assist foster youth with the transition from dependency to independent self-sufficient living. Children and Family Services (CFS) manages a variety of programs to assist foster youth through this transition, both directly and through contracted agencies.
To ensure foster youth have access to ILP services, CFS has provided ILP Extended Care services through contracted agencies since 1985. Independent living skills help foster youth who are dependents or wards of the County develop the skills to meet their needs in the community and successfully transition into independent living upon their exit from the foster care system.
The recommended contract amendment with Walden Environment Ic. dba Walden Family Services (Walden) will add a training component to the scope of work for the ILP youth to learn about car maintenance and car ownership. This additional component will provide additional ILP skills for foster youth, with no change to the existing contract amount of $900,000. The amendment will also assign the contract from Walden Family Services to Walden Environment Ic. dba Walden Family Services. In addition, the amendment updates standard contract language by adding the Byrd Anti-Lobbying Amendment (31 U.S.C. § 1352 (as amended)) provisions, that require compliance with federal restrictions on the use of federal funds for lobbying activities.
On May 21, 2024 (Item No. 23), as the result of a formal procurement, the Board of Supervisors approved Contract No. 24-410 with Walden, to provide ILP extended care services to young adults formerly in foster care, in an amount not to exceed $900,000, for the period July 1, 2024 to June 30, 2027.
Walden’s performance is monitored by review of monthly reports and annual audits to ensure compliance with the administrative, program, and the fiscal terms and conditions of the contract. Walden has agreed to cooperate with the County in monitoring and evaluating the contract and to comply with all reporting requirements established by the contract. CFS Budget and Administrative Services Division reviews invoices and attachments remitted by Walden prior to payment to ensure eligibility. The County reserves the right to request additional program and/or fiscal documentation to facilitate this monthly review. The contract may be terminated without cause by the County with 30 days written notice.
