RECOMMENDATION(S)
Recommendation
1. Approve the Capital Improvement Program - Pine View Drive and Blue Water Channel Improvements Project in the amount of $8,000,000.
2. Approve the use of up to $8,000,000 of American Rescue Plan Act funding for the Pine View Drive and Blue Water Channel Improvements Project.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Pine View Drive and Blue Water Channel Improvements Project (Project), also referred to as the Big Bear Flood Mitigation Project, will be funded with San Bernardino County (County) allocation of American Rescue Plan Act (ARPA) funding, which provides reimbursement of up to $8,000,000 for eligible costs. The County's ARPA team has reviewed this Project and determined it meets the ARPA requirements and is eligible for funding. The following budget adjustments are necessary to establish the project budget and transfer funds into the San Bernardino County Department of Public Works (Department) 2024-25 Road Operations budget (6650002000 H15190):
