RECOMMENDATION(S)
Recommendation
Approve Amendment No. 5, effective February 12, 2020, to Contract No. 17-299 with Needles Unified School District to provide Head Start and State Preschool programs, increasing the total contract amount by $1,259, from $1,201,770 to $1,203,029 as a result of a Cost of Living Adjustment increase for the California State Preschool Program, with no change in the total contract period of July 1, 2017 through June 30, 2020.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Cost of Living Adjustment (COLA) increase of $1,259 for the California State Preschool Program (CSPP) is 100% federally funded through the Administration for Children and Families. Adequate appropriation and revenue is included in the Preschool Services Department's (PSD) 2019-20 budget.
BACKGROUND INFORMATION
On December 17, 2019 (Item No. 33), the Board of Supervisors (Board) approved a COLA increase from the California Department of Education for PSD to continue providing services for the CSPP program. PSD is using a portion of the increase to provide a COLA increase to the Needles Unified School District (NUSD), which provides services for the CSPP program. NUSD will use the increase for CSPP program supplies and other related costs.
