RECOMMENDATION(S)
Recommendation
Acting as the governing body of County Service Area 29 - Lucerne Valley:
1. Approve the Capital Improvement Program - County Service Area 29 Lucerne Valley - Community Center Renovation Project in the amount of $940,086.
2. Approve the use of up to $940,086 of American Rescue Plan Act funding for eligible costs associated with the County Service Area 29 Lucerne Valley - Community Center Renovation Project.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments in the amount of $940,086, as detailed in the Financial Impact section, for the County Service Area 29 - Lucerne Valley - Community Center Renovation Project (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This item seeks authorization for the use of $940,086 from San Bernardino County’s American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Fund (CLFRF) allocation to fund eligible costs associated with the County Service Area (CSA) 29 Lucerne Valley - Community Center Renovation Project (Project).

CSA 29 will include sufficient appropriation for the Project in future recommended budgets as needed.
BACKGROUND INFORMATION
CSA 29 was established by the Board of Supervisors in December 1964 to provide, among other things, cemetery, TV Translator, Fire Protection, Park and Recreation, Street Lights, ambulance, and water services for the community of Lucerne Valley.
The existing community center for CSA 29 has been a great asset to the local community, offering many programs and being utilized regularly by local non-profits and private parties for community meetings, celebrations, and classes. Over many years, the community center has become outdated and rundown due to severe weather and extensive use of the facilities.
The Project will renovate the kitchen equipment, bathrooms, meeting rooms, and will ensure the community center complies with current Americans with Disabilities Act (ADA) accessibility standards. The scope of work will also include walkway repairs and modifications to facilities, such as reconstruction of damaged curbs, and providing ADA accessibility to the basketball court, skatepark, restrooms, and park benches at Pioneer Park within CSA 29. The kitchen upgrade will provide new opportunities that include cooking classes and special events, such as pancake breakfasts, wedding receptions, food service at public events, and community cook-offs.
PROCUREMENT
The Department will return to the Board of Supervisors for the Project’s environmental findings, approval of the plans and specifications, authorization to advertise for competitive bids, and ultimately award of the construction contract.
