Recommendation
Approve Amendment No. 4 to Employment Contract No. 22-854 with James P. Rogers, to continue to provide support services to the Fourth District Supervisor as a Deputy Chief of Staff, increasing the salary range, effective June 27, 2026, for an estimated annual cost of $177,832 (Salary - $139,802, Benefits $38,030).

FINANCIAL IMPACT
Approval of the recommendation will not require the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the Fourth District’s 2025-26 budget to fund the costs related to the employment contract amendment and will be included in future recommended budgets.
BACKGROUND INFORMATION
Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.
On February 14, 2017 (Item No. 99), the Board approved Employment Contract No. 17-68 with James P. Rogers to provide services as a District Director.
On September 27, 2022 (Item No. 3), the Board approved terminating Employment Contract No. 17-68 and approved a new employment contract (Employment Contract No. 22-854) to engage Mr. Rogers as a Deputy Chief of Staff.
On June 13, 2023 (Item No. 4), the Board approved Amendment No. 1 to Employment Contract No. 22-854, updating benefits to add the dental premium subsidy, effective June 17, 2023.
On December 17, 2024 (Item No. 5), the Board approved Amendment No. 2 to Employment Contract No. 22-854, increasing the salary range, retroactively effective November 30, 2024.
On March 24, 2026 (Item No. 11), the Board approved Amendment No. 3 to Employment Contract No. 22-854, to add provisions governing when a new employment contract or amendment is required, amending the term of the contract, and adding Special Assignment Compensation, with no other changes to the Contract.
This recommended Amendment No. 4 to Employment Contract No. 22-854 will increase the salary range to align with the duties performed, effective June 27, 2026.
Either party may terminate the contract at any time without cause with a 14-day prior written notice to the other party. The contract may be terminated for just cause immediately by the County.
