RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 2 to Contract No. 21-1002 with HCI Services, Inc., for the installation services pertaining to the Nurse Call System Replacement Project, increasing the amount by $162,346, from $5,603,376 to a total not-to-exceed amount of $5,765,722, and extending the contract period by 16 months, for a total period of December 14, 2021 through April 13, 2028.

2.                     Authorize the ARMC Chief Executive Officer to approve and sign non-financial documents as they pertain to changes to or confirmation of the scope of work of the Nurse Call System Replacement Project, subject to review by County Counsel, so long as such documents do not increase the amount of $5,765,722 or change the duration of the contract.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $162,346 is funded by State Medi-Cal, Federal Medicare, private insurance, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2026-27 budget and will be included in 2027-28 recommended budget.

 

BACKGROUND INFORMATION

Approval of Amendment No. 2 (Amendment) to Contract No. 21-1002 (Contract) with HCI Services, Inc. (HCI) will allow for installation services relating to the replacement of the existing Nurse Call and Real Time Locating System equipment throughout ARMC (WBSE 10.10.0949). The replacement update will assist staff in monitoring patient flow and responses to patient needs. The original installation was postponed pending completion of the required network infrastructure updates. Those updates have now been completed, and the environment is ready for installation. As a result of the postponement, labor costs have increased since the original bid, including increases in prevailing wage rates. Accordingly, the Amendment increases the Contract by $162,346 to account for the higher labor costs.

 

On December 14, 2021 (Item No. 14), the Board of Supervisors (Board) approved the Contract with HCI for equipment and installation services pertaining to the Nurse Call System Replacement Project in a not-to-exceed amount of $5,568,058, for the contract period of December 14, 2021, through December 13, 2026.

 

On December 6, 2022 (Item No. 8), the Board approved Amendment No. 1 to the Contract with HCI to add the provision of equipment and materials storage pertaining to the ARMC Nurse Call System Replacement Project, increasing the total contract amount by $35,318, from $5,568,058 to an amount not to exceed $5,603,376, with no change to the contract period of December 14, 2021, through December 13, 2026.

 

ARMC recommends approval of this Amendment, as it will enable the hospital to provide for safety, health and social service needs of the county residents. Nurse call systems are an integral function within ARMC and provide safe patient care and support clinical operations. The existing Nurse Call System is outdated, and software upgrades are no longer supported based on the system’s age.
