RECOMMENDATION(S)
Recommendation
Approve non-financial Facility Access Agreement with California Department of Health Care Services to allow the California Department of Health Care Services access to facilities operating within the Behavioral Health Bridge Housing Program grant, in relation to the Subcontractor Agreement No. 23-1285 with Advocates for Human Potential, Inc., for the period of May 6, 2025 through June 30, 2027.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Behavioral Health Bridge Housing (BHBH) Program grant award of $27,375,170 is funded by the California Department of Health Care Services (DHCS). The BHBH Program grant does not require a local match. Adequate appropriation and revenue are included in the Department of Behavioral Health's (DBH) 2024-25 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION
The DHCS BHBH Program signed into law in September 2022 under Assembly Bill 179, is designed to complement capital investments that address the issue of homelessness including Project Homekey, Community Care Expansion, and the Behavioral Health Continuum Infrastructure Program. The BHBH Program primarily funds operational and supportive services to expand bridge housing implementation.
