Recommendation
Approve Amendment No. 3 to Revenue Lease Agreement No. 22-1226 with AR Elite Ranch Inc., to extend the term of the lease for an additional one-year term, for a total contract term of December 6, 2022 to December 30, 2027, to continue to operate Dorsey’s Dog House concession at Calico Ghost Town Regional Park, with no change to the Lease fees in which the County will receive monthly concession fee revenue of $500 or 8.5% of gross income, whichever is greater, for the extended term (Four votes required).

FINANCIAL IMPACT
Approval of this item does not require the use of Discretionary General Funding (Net County Cost). During the additional year of Revenue Lease Agreement No. 22-1226 (Lease), AR Elite Ranch, Inc. (Concessionaire) will pay the Regional Parks Department (Department) a monthly concession fee of $500 or 8.5% of gross income (whichever is greater) plus a 3.5% advertising fee, under the terms of the Lease through December 30, 2027. Adequate appropriation and revenue have been included in the Department’s 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department operates and maintains Calico Ghost Town Regional Park (Park). Approval of this recommended Amendment No. 3 (Amendment) will amend the Lease with the Concessionaire to extend the term of the Lease by one additional year, through December 30, 2027, for the continued operation of the Dorsey’s Dog House concession (Dorsey’s Dog House) as a pet supply store in building number 38 on Main Street at the Park. Dorsey’s Dog House sells a variety of pet items such as beds, blankets, collars, key chains, custom name tags, and more.
On December 6, 2022 (Item No. 50), the Board of Supervisors (Board) approved the Lease with Close the Lid Entertainment, LLC for the operation of Dorsey’s Dog House in which the County would receive a monthly concession fee revenue of $500 or 8.5% of gross income (whichever is greater) plus a 3.5% advertising fee for the period of December 6, 2022 through December 30, 2025, with two additional one-year options.
On October 21, 2025 (Item No. 52), the Board approved Amendment No. 1 to the Lease, extending the term for one year, for a total contract period of December 6, 2022 to December 30, 2026.
On January 27, 2026 (Item No. 48), the Board approved Amendment No. 2 to the Lease, for contract assignment from Close the Lid Entertainment, LLC to AR Elite Ranch, Inc., to operate Dorsey’s Dog House at the Park, with no change to the concession fees and no changes to the term of December 6, 2022 through December 30, 2026.
This recommended Amendment aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support Park maintenance and development. It also allows the Department to continue its relationship with the Concessionaire, continue supplying Park guests with dog supplies & treats, and operate in a fair and reasonable manner.
The Department is satisfied with the operation of Dorsey’s Dog House under the Concessionaire and therefore recommends approval of this Amendment to extend the term by one year, through December 30, 2027.
Government Code section 25536 allows the Board, by a four-fifths vote, to lease County-owned property devoted to or held for ultimate use for park, fairground, amusement or recreation purposes without complying with the provisions of Government Code section 25520 et seq. relating to the sale or lease of County property.
