RECOMMENDATION(S)
Recommendation
1. Assign Contract No. 19-10 from Cypress Private Security, LP to Universal Protection Service, LP dba Allied Universal Security Services.
2. Terminate Contract No. 19-08 with Universal Protection Service, LP dba Allied Universal Security Services.
3. Approve Amendment No. 1 to Contract No. 19-10 with Allied Universal Security Services to adjust contractor requirements at the same rates and contract term.
4. Approve Contract with Platinum Security Services, Inc., at fixed hourly rates (listed in Attachment A), for the period of March 10, 2020 through February 29, 2024.
5. Terminate Contract No. 19-09 with Contemporary Services Corporation.
6. Authorize the Purchasing Agent to amend the contracts for negotiated cost of living increases, minimum wage increases, state mandates affecting security guard compensation or benefits, and to add or delete classifications to meet departmental needs, as necessary.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Departments that require security guard services are responsible for ensuring adequate funding in their adopted budgets. The impact on each departmental budget is dependent upon the need for security services. The County’s annual expenditure for armed and unarmed security services is approximately $2,200,000.
BACKGROUND INFORMATION
The recommended contractual changes will provide for continuity of security services and enable the County to maintain multiple vendors to meet the growing security needs of County departments.
On June 3, 2019, Cypress Private Security, LP (Cypress) notified the County that it had been acquired by Allied Universal Security Services (Allied). Since then, both Allied and Cypress have continued to provide services to the County under the two separate business entities and their respective contracts. The Purchasing Department, members of the Security sub-committee, and affected departments have collaborated to develop a new security plan for the County, including recommending an additional firm to provide security services, and updating contract language to address certain performance requirements. County staff recommend contracts with at least two firms to provide adequate coverage and to manage any performance issues. Therefore, with the acquisition of Cypress by Allied, the Purchasing Department consulted with the Security sub-committee and initiated negotiations with Platinum Security Services, Inc. (Platinum) as it was the next highest ranking vendor during the procurement process.
In January 2020, both Allied and Cypress were notified of the proposed Amendment and the County’s plan to contract with the next ranked security guard provider, Platinum, to assume responsibility for the County Superblock. The Superblock is defined as follows: Its west border is Arrowhead Avenue, north border is Fifth Street, east border is Sierra Way and south border is Third Street in the City of San Bernardino. Within the Superblock, there are 10 county buildings and 8 parking lots. Transition of security services from Allied to Platinum for the Superblock will begin on March 10, 2020. The new contract with Platinum will include a new “Lobby Ambassador” position to provide the County with a high grade, professional security guard at key locations within the Superblock.
In February 2020, the County received a letter from Contemporary Services Corporation (Contemporary), exercising their right to terminate Contract No. 19-09, effective February 29, 2020.
PROCUREMENT
On April 5, 2018, a request for proposals (RFP 18-PURC-2922) for Security Guard Services was released, and 15 proposals were received by the proposal deadline. An evaluation panel comprised of representatives from the Sheriff/Coroner/Public Administrator, Human Services, and the Information Services Department evaluated the proposals and short-listed five vendors to give presentations. After a comprehensive evaluation of the presentations and proposals, the evaluation team ranked the firms as follows, and recommended three vendors for contract award.

On January 8, 2019 (Item No. 31), the Board of Supervisors approved Agreements with three vendors at fixed rates for the period of March 1, 2019 through February 29, 2024. Under those contracts, Cypress provided security for Human Services locations, Allied provided security for the downtown campus and other locations throughout the County, and Contemporary specialized in security for special events. U.S. Security Associates was acquired by Allied before the contracts were awarded.
